The re-examination of evaluation and pay systems in the public sector is part of a major reform of the civil service that has been in progress since 2009. There has been more intense focus on this issue since 2011, as a result of closer European economic governance. The Memorandum of Understanding on Specific Economic Policy Conditionality (230KB PDF) , which was finalised on 25 March 2013, stipulates that the authorities will commission an independent external review as part of the reform of public services, with a view to introducing an appropriate system of pay and working conditions. On 29 May 2013, trade unions and employer organisations representing hotel workers accepted the mediation proposal put forward by the Ministry of Labour and Social Insurance (MLSI ) and signed a new collective agreement that covers over 16,000 skilled and unskilled workers. However, around 4,000 immigrant workers may not be covered by the agreement, since their employers do not allow them to form unions.  http://www.mlsi.gov.cy/

/On 12 February 2013, the social partners in the construction industry agreed terms on renewing the collective agreement, following lengthy consultations both at the direct bargaining stage and at the mediation stage. The agreement was approved by the congresses of three federations: the/ Democratic Labour Federation of Cyprus (DEOK ), the Pancyprian Federation of Labour (PEO ) and the Cyprus Workers’ Confederation (SEK /)./ There were /two votes against and four abstentions and, following this, the open-ended strike in the sector, which began on 24 January 2013, ended on 13 February 2013. Proposals for renewed industrial action in Cyprus’s building sector has had widespread support from construction workers. According to estimates by the Pancyprian Federation of Labour (PEO ) and the Cyprus Workers’ Confederation (SEK ), there was almost 100% support from construction workers for the 48-hour strike called on 22 and 23 November 2012. The unions say nearly 40,000 workers took part, a much higher rate of participation than in the 24-hour strike held in February 2012 (*CY1202039I* ). Unemployment in Cyprus has reached its highest level since 1974, according to Eurostat data published on 31 January 2012, which showed that unemployment in the EU had risen most during 2011 in Cyprus, Greece and Spain.

On 3 February 2012, social partners signed a special agreement on a framework for granting wage increases during 2012 and 2013, after successful mediation between them and the Ministry of Labour and Social Insurance.

More than 35,000 workers took part in a 24-hour strike in the construction industry on 14 February 2012. Workers stood firm in the face of pressure to call off their action from the employers’ side, and also warned that failure to meet their demands would cause further strikes.
