In April 2005, the Cypriot Ministry of Labour and the social partners met to discuss the implementation of a 2003 agreement on the temporary suspension of the employment of hotel workers during the winter season. The Ministry has identified a number of problems in applying the agreement and proposed a new procedure to remedy the situation.

During March 2005, bargaining continued over the renewal of the collective agreement for the Cypriot banking sector. The ETYK trade union is seeking a one-year agreement providing for a 3% wage increase, but the KEST employers' organisation believes that labour costs are already too high. Other points of contention include ETYK demands for a reduction of working time and employee participation on bank boards, and employers’ calls for increased flexibility.

A framework accord on the renewal of collective agreements in Cyprus's semi-governmental organisations was finally reached in January 2005, following a lengthy dispute and a one-day strike. Pay will be increased by around 3% in 2006, after pay freezes during 2004 and 2005.

In November 2004, the Cypriot Ministry of Labour submitted a proposal aimed at ensuring the continued existence and operation of the troubled national air carrier, Cyprus Airways. The plan includes a pay freeze and cuts in pay supplements, plus changes in working time for some staff. By mid-January 2004, only one of the five trade unions represented at the company had accepted the proposals.

In August 2004, in a last-ditch effort to address the huge financial problems of Cyprus’s national airline, the board of directors of Cyprus Airways submitted an action plan for the company’s survival and restructuring. The proposals include pay and job cuts and major changes in working time rules, and trade unions at the company argue that employees will be made to bear most of the burden of restructuring.

In September 2004, after lengthy collective bargaining and mediation, a new sectoral collective agreement was concluded for the Cypriot hotels industry. The deal provides for a 2.3% basic pay rise from October 2004, and also includes new provisions on matters such as health and safety and occupational classification.

Following months of bargaining and mediation, a deal was finally reached on renewal of the collective agreement for the Cyprus metalworking industry in July 2004. The agreement provides for pay rises and increased contributions to a number of sectoral funds.
