The second half of 2000 and first half of 2001 saw a number of changes to the legislative framework on equal opportunities for women and men in Greece. A new law has introduced a quota system in public sector governing councils, administrative boards and collective bodies, while the Constitution has been amended to allow for positive measures to promote equality between women and men.

In July 2001, the Greek government announced the partial privatisation of Hellenic Petroleum (ELPE) through the sale of 15%-30% of the company's shares to a strategic ally/investor. The announcement was a surprise, and the company's trade unions claimed that there had been no prior consultation. The POEPDHV petroleum workers' union launched a series of strikes, which it later suspended.

In late June 2001, a new one-year collective agreement for the Greek banking sector was signed by employers' representatives and the OTOE trade union. The deal increases basic pay and allowances by 4.2%.

In June 2001, a new two-year enterprise-level collective agreement was signed at Greece's Hellenic Telecommunications Organisation (OTE). The deal provides for a pay increase of 3.3% over 2001-2, as well as a variety of new and improved benefits and allowances.

In June 2001, the Greek-based Hellenic Telecommunications Organisation (OTE) signed an international agreement on workers' rights with the OME-OTE trade union, which represents most of its Greek workforce, and UNI, which represents telecommunications workers' unions worldwide. The deal commits OTE to recognise a range of fundamental rights in all its operations, and establishes an implementation and follow-up mechanism.

In June 2001, the Greek government and trade unions are in dispute over the former's proposals for reform of the social security system. The unions organised well-supported one-day national general strikes on 26 April and 17 May, and continue to reject the social dialogue on the issue offered by the government.

On 26 April 2001, Greece's main trade union confederations, GSEE and the public sector ADEDY, called a 24-hour nationwide general strike in protest at the government's proposals for social security reform. The strike received unprecedented levels of support, and the government has announced a freeze of its plans pending dialogue with the unions.

On 1 April 2001, the provisions of Law 2874/2000 regarding "employment regulations and other provisions" came into full force in Greece. In the area of industrial relations, this means changes in areas such as overtime, working time flexibility, part-time workers' pay and the definition of collective redundancies.

In March 2001, it was revealed that Greece's Supreme Special Court had decided that family benefits must be paid to both spouses. The fact that both spouses do not have equal entitlement to such benefits is a matter of long-standing controversy. The court's decision refers solely to workers in the public and broader public sector.

In January 2001, the Greek General Confederation of Labour (GSEE) called on the Minister of Labour and Social Security to intervene to prevent breaches of labour legislation in the operation of personnel leasing and temporary work agencies, which are reportedly on the increase. The legal framework for such leasing of personnel is currently unclear, and GSEE is seeking a series of regulations to address the problems.
