The European Restructuring Monitor’s annual report for 2014 explores the rapid transformation of the public sector in Europe since the onset of the financial crisis in 2008. Initially, employment expansion in the sector helped to stabilise Europe’s economy while the private sector suffered severe job losses. However, subsequent austerity measures (or fiscal consolidation) have brought in their wake widespread restructuring in the public sector. Hiring freezes have meant the public sector workforce has shrunk and become significantly older, with more female workers. Lack of job security means working in the public sector is no longer quite as attractive. More restructuring will undoubtedly occur, and it is vital that those involved in its planning develop a more forward-looking, anticipatory strategy, to soften the blow for those workers who leave and to enhance conditions for those who stay.

    U Godišnjem izvješću Europskog monitora restrukturiranja (ERM) za 2014. proučava se brza transformacija javnog sektora u Europi od početka gospodarske krize 2008. godine. U početku je rast zaposlenosti u sektoru pomogao u stabilizaciji europskog gospodarstva dok je u privatnom sektoru došlo do velikih gubitaka radnih mjesta. Međutim, kasnije mjere štednje (ili fiskalne konsolidacije) donijele su sa sobom opsežno restrukturiranje javnog sektora. Zamrzavanje zapošljavanja dovelo je do smanjenja radne snage u javnom sektoru, njezinog znatnog starenja i pretežnosti ženskog osoblja. Zbog nesigurnosti radnih mjesta rad u javnom sektoru više nije toliko privlačan. U izvješću se opisuju različiti instrumenti javnih tijela, kao što je zamrzavanje plaća, smanjenje broja radnih mjesta / viška radnika i postupna/prijevremena mirovina, ali i alternativni oblici kao što je dijeljenje posla i preraspodjela. Rast broja novih oblika zaposlenja u javnom sektoru, primjerice upotreba nulsatnih ugovora, bilježi se u nizu zemljama. Naposljetku se u izvješću proučava ukupan utjecaj restrukturiranja na „osobe koje ostaju na radnom mjestu” i „osobe koje napuštaju radno mjesto”.
