The ‘working poor’ are a substantial group, the latest estimate putting 10% of European workers at risk of poverty, up from 8% in 2007. This report describes the development of in-work poverty in the EU since the crisis of 2008, picking up where an earlier Eurofound report on this subject, published in 2010, ended and looks at what countries have done to combat the problem since. This endeavour is complicated by the policy focus on employment as a route out of poverty, underplaying the considerable financial, social and personal difficulties experienced by the working poor. The increase in non-standard forms of employment in many countries appears to have contributed to rising in-work poverty. The report argues the case for greater policy attention and action on the part of governments, employers and social partners, not only through direct measures associated with both the minimum and living wage, progressive taxation, in-work benefits and social assistance, but also and more importantly through indirect measures such as more flexible working arrangements, housing, upgrading of skills and childcare.

    „Siromašni radnici” velika su skupina, a prema najnovijoj procjeni 10 % europskih radnika u opasnosti je od siromaštva, što predstavlja povećanje s 8 %, koliko ih je bilo 2007. godine. U ovom se izvješću opisuje razvoj siromaštva zaposlenih u EU-u od krize 2008. g. Ono se nadovezuje na prethodno Eurofoundovo izvješće na ovu temu koje je objavljeno 2010. te se u njemu sagledava ono što su zemlje od tada učinile u borbi protiv tog problema. Ta su nastojanja otežana usmjeravanjem politike na zapošljavanje kao na izlaz iz siromaštva, čime se ne uzimaju u obzir značajne financijske, društvene i osobne poteškoće s kojima se suočavaju siromašni radnici. Čini se da je povećanje stope nestandardnih oblika zapošljavanja posljednjih nekoliko godina doprinijelo povećanju stope siromaštva zaposlenih. U ovom je izvješću izneseno zalaganje za veću pozornost politike i djelovanje vlada, poslodavaca i socijalnih partnera, ne samo putem izravnih mjera koje su povezane s minimalnom plaćom i plaćom dostatnom za život, progresivnim oporezivanjem, povlasticama uz zaposlenje i socijalnom pomoći, nego i, što je važnije, neizravnim mjerama kao što su fleksibilniji radni uvjeti, stanovanje, unaprjeđenje vještina i skrb za djecu.
