  • When designing policy measures aimed at achieving the goal of climate-neutral policies, Member States must take a cross-departmental approach to account for the different socioeconomic effects, as workers, population groups, industries and regions are affected differently.
  • The management of a just transition is supported by EU and national funds, which provide opportunities for adopting a comprehensive and systemic approach rather than single-point solutions. Drawing up a plan for the future of industries and workers offers prospects to the regional and national economy.

Europskim zelenim planom EU pokreće niz politika i mjera usmjerenih na sprječavanje i ublažavanje učinaka klimatskih promjena. Glavni je cilj započeti prelazak na klimatski neutralno gospodarstvo. Međutim, te prijeko potrebne klimatske politike mogu imati neželjene distribucijske učinke na pojedince i poduzeća. Uz njihove predviđene učinke, neke mjere, kao što su porezi na ugljik, mogu imati povezane regresivne učinke i negativno utjecati na ljude s nižom razinom dohotka, čime se umanjuje njihova prihvatljivost. Ovo se izvješće temelji na najnovijim nacionalnim iskustvima i u njemu se utvrđuju klimatske politike koje imaju znatne distribucijske učinke te se istražuje kako se oni rješavaju u različitim državama članicama. Osim toga, u izvješću se utvrđuju i opisuju glavna pitanja i sudionici aktualne javne rasprave o socioekonomskim učincima klimatskih politika.
