Eurofound od 2016. pomno prati sudjelovanje nacionalnih socijalnih partnera u oblikovanju politika u okviru ciklusa europskog semestra. Naglasak je 2020. bio na njihovu sudjelovanju ostvarenom u prvim mjesecima pandemije bolesti COVID-19. Iako je pandemija golem izazov za socijalni dijalog, rezultati analize pokazali su da socijalni dijalog može biti djelotvoran alat za oblikovanje inicijativa politika i pronalazak rješenja za izvanredne situacije koje pogađaju poduzeća, radnike, gospodarstvo i društvo. Jasno je da će sudjelovanje socijalnih partnera u izradi i provedbi nacionalnih planova za oporavak i otpornost tijekom 2021. biti od ključne važnosti u okviru postupka oporavka i jačanja socijalnog dijaloga u budućnosti.
