Osim nekih povremenih povećanja, posljednjih je godina došlo do općeg smanjenja sindikalnog djelovanja u državama članicama EU-a. Tijekom pandemije uzrokovane bolešću COVID-19 taj je trend nastavljen, pri čemu se očekivano najviše radnih sporova vodilo u sektoru ljudskog zdravlja i socijalnih usluga, sektoru obrazovanja te sektoru prometa i logistike. U ovom se izvješću analiziraju podatci koje je u razdoblju 2018.–2019. prikupio Eurofound tijekom pilot-faze svojeg projekta baze podataka Praćenje sindikalnog djelovanja (IAM). Istraživanje je klaster analizom grupiralo sindikalna djelovanja u Europi u pet kategorija: nacionalni sporovi u vezi s interesima i pravima koji ponekad uključuju različite oblike zapošljavanja; prošireni sporovi koji se odnose na kolektivne ugovore o plaći; lokalizirani sporovi koji se odnose na probleme zapošljavanja, radno vrijeme i restrukturiranje uz kratke obustave rada; lokalizirani sporovi koji se odnose na prava radnika i pritužbe na politike poduzeća; sporovi koji se odnose na javne politike.
U pogledu posebnih pitanja, problemi povezani s plaćom čine više od 40 % sporova, problemi sa zapošljavanjem 20 %, drugi aspekti radnih uvjeta čine 16 %, a 13 % odnosi se na prosvjede. Analizom je utvrđen nedostatak potpunih podataka o sindikalnim djelovanjima u Europi te se njome ukazuje na potrebu za sustavnim prikupljanjem empirijskih dokaza u budućnosti radi stvaranja dobrog temelja za komparativnu analizu.
