For those of us of a certain age, the European Union has always been a driver for peace, freedom and citizens’ rights. It is an integration project that has carried the idea of social progress in its DNA since the Treaty of Rome. The EU can only advance if it is able to combine economic progress, freedom and social justice, so it is not surprising that one of the first Agencies created by the European Communities was the European Foundation for the Improvement of Living and Working Conditions or Eurofound for short (often referred to in the past as the ‘Dublin Foundation’ due to its location).

Europe is showing visible signs of progress; in most countries, labour markets are healthier than they have been in a decade, with more people active and in work than ever before, while social exclusion is declining. However, it is also a continent in transition, where an imbalance in opportunities for prosperity and quality of life – depending on where you live or which particular social group you belong to – directly determines to what extent you have felt this recovery.

And he added: ‘Europe is more than just a single market, more than money … It is about our values and the way we want to live’. So how do we live? Do the 510 million Europeans across the current 28 Member States really feel that their living conditions are ‘world-class’?

When EU Heads of State or Government gather in Gothenburg this week to debate fair jobs and growth, it will be the first such ‘social summit’ in 20 years. At the heart of the agenda of this high-level gathering will be the formal proclamation of the European Pillar of Social Rights – 20 principles and rights focused on equal opportunities and access to the labour market, fair working conditions and social protection and inclusion.

In his recent State of the Union address, European Commission President Jean-Claude Juncker laid out his vision for the EU over the next 12 months. There was no shirking of responsibility; Europe faces difficult challenges, and the EU Institutions, as well as the Member States, must deliver for EU citizens and those that call Europe home.
