Tackling undeclared work database

Undeclared work can be defined as work which is in itself legal but is not declared to the authorities for tax, social security and/or labour law purposes. Across the 28 Member States of the European Union, a great deal of effort is being invested into developing and testing policy measures that aim to tackle undeclared work.

  In 2011 the Latvian Employers’ Confederation conducted a publicity campaign in the framework of the European Social Fund project, ‘Practical application of normative acts of labour relations and safety at work in sectors and undertakings’. The campaign comprised six parts, including an online test and discussions with business representatives, and targeted Latvian citizens, business people, politicians and the government.

Improved cooperation between inspection authorities, Latvia

Policy principles aiming to reduce illegal employment in Latvia recommend greater cooperation between controlling authorities. Cooperation and coordination between the inspection authorities have improved, including better exchange of information and joint activities. The State Labour Inspectorate is responsible for the labour market, while the State Revenue Service is responsible for financial and tax issues.

A campaign to explain the importance of the employment contract and the consequences of undeclared work was one of the measures planned under the key principles ‘Measures for the prevention of illegal employment’. Since the adoption of the principles in 2004, the social partners have carried out a number of awareness-raising campaigns. In addition, the State Labour Inspectorate and the State Revenue Service have established free telephone hotlines.
