Coverage/Eligibility

The RETEL Employment Observatory (Réseau d’étude sur le marché du travail et de l’emploi) was launched in November 2011 to provide data on Luxembourg's labour market and to build a network between different organisations that provide such data, mainly the Public Employment Agency ADEM, the National Statistical Office STATEC, and the General inspectorate of Social Security (IGSS).

Main characteristics

RETEL conducts surveys and studies, as well as the treatment of administrative data from previous surveys to conduct studies on the current labour market. The observatory also forecasts labour market developments. This approach is part of the reform of the Public Employment Agency (ADEM) to overcome the shortcomings of the measurement and knowledge of the labour market.

Effectiveness

In the framework of the Public Employment Agency ADEM reform, launched in 2012, the observatory has seen its role increased in order to provide more accurate data on the labour market by linking with the three bodies that collect data in Luxembourg: STATEC, ADEM and  IGSS. Since October 2014, RETEL has published a monitoring of the labour market (Tableau de bord du marché de l'emploi) on a regular basis: October 2014, February 2015, June 2015, October 2015 and June 2016, June 2017, and in June 2019.

RETEL provides data on the labour market and builds synergies between the different organisations providing data on Luxembourg's labour market.

RETEL organised a large conference in 2012 to evaluate employment support measures in Luxembourg. On 24 October 2014, RETEL published a first monitoring of the labour market (Tableau de bord du marché de l'emploi ). RETEL also organised a series of seminars in 2018.
