Mobile teams of the Croatian employment service
For employers who, due to business difficulties, need to make workers redundant and companies currently establishing redundancy programmes.
A mobile team is available from each regional office of the Croatian employment service. Mobile teams of the Croatian employment service prepare workers facing redundancy for conditions in the labour market and help them search for a new job while they are still employed. The teams consist of a labour market advisor, a legal advisor and a psychologist, as well as some other team members if necessary. The services they provide include:
- information on current demands in the labour market;
- business advisory services;
- visits to potential employers;
- group and individual advice on termination periods;
- legal advice and so on.
Targeted employees are those involved in the redundancy plan, especially those employed by employers experiencing financial difficulties. A mobile team helps to prepare workers to enter the labour market by identifying their strengths and weaknesses and the possible future roles for which they can apply. Other activities include:
- organising training for efficient job hunting;
- helping workers to write their CVs;
- helping them prepare for job interviews;
- recommending worthwhile training and education to improve workers' professional skills;
- organising training for those willing to establish a start-up company;
- announcing suitable vacancies on the announcement board in the company;
- mediating for jobs in the name of workers to be made redundant and especially with employers who have announced job vacancies;
- co-financing of employment with other employers in the case of workers over 50 years of age, persons with disabilities and special groups (recovering addicts, human trafficking victims, victims of family abuse, asylum seekers, young persons leaving care or children’s homes).
Mobile teams also organise public co-financing of gross salaries for employees older than 50 in the event of their employment in another company, as outlined in the Employment Continuation measure.

Employer or employee organisations
Experience has shown that the work of mobile teams is successful if it is supported by trade unions. A consensus among the management and the trade union of the company in question is needed regarding the number of workers who are to find another job in the labour market or regarding the workers who need to be relocated to other positions within the same company.
The use and participation in this measure have varied throughout the years. According to the latest available data, in 2018, mobile team counsellors performed in 21 firms individual advising and group informing for 208 workers. Such activities were not mentioned in Yearbook by the Croatian Employment Services for 2016 and 2017.
In 2015, mobile team counsellors realised individual info activities in 51 companies involving individual counselling for 257 workers, while group info activities were performed for 596 workers. Mobile team activities were aimed at introducing and informing the redundant employees about the procedure for applying for entry in the register of unemployed persons and the required documentation for submitting the request for unemployment benefit, as well as regarding the possibility of ensuring employment using start-up incentives, etc.
In 2014, mobile team counsellors carried out individual informing activities in 353 companies involving 826 workers, while group informing activities were conducted for 1,542 workers.
In 2011, 3,945 employees were advised by mobile teams, as compared to 2010 when 1,272 workers participated in advisory training organised by invited mobile teams. In 2011, mobile teams realised individualised info sessions for 3,945 employees and group info sessions for 1,085 employees. 1,485 workers facing the threat of redundancy participated in individual counselling sessions.
In 2012, mobile team counsellors conducted individual info sessions in 134 companies for 5,672 workers. Group info services were provided to 1,986 workers, and 3,470 workers facing the threat of lay-off participated in individual counselling sessions.
In 2013 mobile teams visited 159 companies and provided individual info sessions to 1,710 employees, while 1,489 employees participated in group info sessions. In 2014, mobile team counsellors carried out individual information activities in 353 companies involving 826 workers, while group info activities were conducted for 1,542 workers.
In 2019 mobile teams visited 24 companies and provided individual and group info sessions to 1,747 employees.
Advice on job search, vacancies, training and job possibilities is equally available to all workers of any given employer. Mobile teams help employees who are being made redundant to accept their situation, while also helping them to find a new job in another company. An important aspect of the mobile team is that their advice is tailor-made to a specific group of workers or individual workers. The fact that mobile teams perform their activities through mobile centres established within companies which are initiating redundancy processes ensures they are accessible to their intended target groups.
A mobile team is called in relatively late when workers have little time to find another job without a period of unemployment. The maximum period that a mobile team can work for in one company is not specified; however, the maximum termination period is three months. Although mobile teams are available, employers are not obliged to call on them at any time.
