As Europe faces into what appears to be a second wave of the COVID-19 pandemic, concern is mounting about the evolution and dramatic impact of the disease, with rising numbers of infections, hospitalisations and deaths. There is also a growing focus on the repercussions for the economy, the labour market, the way we will live and work (or not) over the coming period. How we respond to these extraordinary times will shape the future of our societies for decades, and understanding the lived experiences of citizens is critical to developing the most relevant and effective policies to tackle the fallout of this pandemic in the coming years.

The impact of COVID-19 continues to create chaos in people’s lives across Europe and the world. The economy is heading towards another major dip, and a sense of general insecurity pervades. The daunting challenges confronting health services and projections on the long-term impact of the crisis dominate the discourse in the media – and with good reason. But what do we actually know about how the pandemic is affecting us all? It is a complex picture: there has been growth of far-right and populist parties, but well short of what was projected, and at the same time there has been a boost for pro-European liberal and Green parties. To what extent have mixed developments in employment and quality of life contributed to this more fractured political landscape? And can the EU continue to deliver to the more diverse demands of citizens across Europe?

For those of us of a certain age, the European Union has always been a driver for peace, freedom and citizens’ rights. It is an integration project that has carried the idea of social progress in its DNA since the Treaty of Rome. The EU can only advance if it is able to combine economic progress, freedom and social justice, so it is not surprising that one of the first Agencies created by the European Communities was the European Foundation for the Improvement of Living and Working Conditions or Eurofound for short (often referred to in the past as the ‘Dublin Foundation’ due to its location).

Europe is showing visible signs of progress; in most countries, labour markets are healthier than they have been in a decade, with more people active and in work than ever before, while social exclusion is declining. However, it is also a continent in transition, where an imbalance in opportunities for prosperity and quality of life – depending on where you live or which particular social group you belong to – directly determines to what extent you have felt this recovery.
