This report will focus on assessing the employment impact of the COVID-19 crisis, including its effects across sectors and for different categories of workers. It will also be looking at measures implemented to limit negative effects following the Coronavirus outbreak in Europe. As well as providing an overview of policy approaches adopted to mitigate the impact of COVID-19 on businesses, worker and citizens, it will specifically look at the development, content and impact of short-time working schemes, income support measures for self-employed, hardship funds and rent and mortgage deferrals. Particularly attention will be paid to the involvement of the social partners in the development and implementation of such measures.

Eurofound’s work on COVID-19 examines the far-reaching socioeconomic implications of the pandemic across Europe as they continue to impact living and working conditions. A key element of the research is the e-survey, conducted in two rounds – in April and in July 2020. This is complemented by the inclusion of research into the ongoing effects of the pandemic in much of Eurofound’s other areas of work.
