This report will focus on assessing the employment impact of the COVID-19 crisis, including its effects across sectors and for different categories of workers. It will also be looking at measures implemented to limit negative effects following the Coronavirus outbreak in Europe.

Eurofound’s work on COVID-19 examines the far-reaching socioeconomic implications of the pandemic across Europe as they continue to impact living and working conditions. A key element of the research is the e-survey, conducted in two rounds – in April and in July 2020. This is complemented by the inclusion of research into the ongoing effects of the pandemic in much of Eurofound’s other areas of work.

The COVID-19 pandemic has had a dramatic impact on the accessibility of health, education and care services for all Europeans. This is also the case for children, who in several countries have seen their schools closed and replaced with remote learning. They have been affected, too, by the pandemic’s negative impact on their families’ access to healthcare and their mental health. Many families have also experienced rising housing insecurity. The Child Guarantee aims to ensure access to these resources for children in need.

This report presents the findings of the Living, working and COVID-19 e-survey, carried out by Eurofound to capture the far-reaching implications of the pandemic for the way people live and work across Europe. The survey was fielded online, among respondents who were reached via Eurofound’s stakeholders and social media advertising. Two rounds of the e-survey have been carried out to date: one in April, when most Member States were in lockdown, and one in July, when society and economies were slowly re-opening.

The effect of the COVID-19 pandemic on the lives of individuals and societies, including on the economy and labour markets, is unprecedented. The impact of the global health emergency has placed a growing number of businesses under threat, putting the jobs of more and more workers at risk and impacting the livelihoods of many citizens. Policymakers moved swiftly in an effort to mitigate the social and economic effects on businesses, workers and citizens. Eurofound’s COVID-19 EU PolicyWatch database provides information on initiatives introduced to cushion these effects.

In the space of just a few weeks, the COVID-19 pandemic caused by the novel coronavirus has radically transformed the lives of people around the globe. Apart from the devastating health consequences on people directly affected by the virus, the COVID-19 pandemic has had major implications for the way people live and work, affecting their physical and mental well-being in a profound way. To capture the immediate economic and social effects of this crisis, Eurofound launched a large-scale online survey across the European Union and beyond on 9 April.
