Every four years Eurofound reviews its strategy and the orientation to be given to its work and after widespread consultation prepares a four-year rolling programme. Within the context of the four-year programme, a detailed annual programme of work is prepared and proposed for adoption by the Governing Board.

The programmes are the outcome of detailed deliberations of the groups making up the Governing Board as well as with the Institutions of the Union.

    Mentre Eurofound si accinge a intraprendere un nuovo programma di lavoro quadriennale, l’Europa affronta alcune delle maggiori sfi de incontrate fi nora. Le prospettive di sviluppo economico e sociale in Europa e in altre parti del mondo sono sempre meno chiare. Formulate a fronte dell’attuale contesto socio-economico e con questi imperativi fondamentali in primo piano, le priorità del programma rispecchiano chiaramente la sfi da immediata di far fronte alla crisi e l’ambizione a medio termine di compiere dei progressi verso un’Europa competitiva ed equa – ovviamente, sempre con l’aspirazione generale di vedere l’Europa di nuovo «in carreggiata». Basato su oltre trent’anni di ricerca ed esperienza al servizio dei responsabili delle decisioni in Europa – istituzioni UE, governi nazionali e parti sociali – il programma presenta il quadro strategico per il lavoro della Fondazione europea per il miglioramento delle condizioni di vita e di lavoro nel periodo dal 2013 al 2016.

    Gli argomenti di ricerca per il 2007 rientrano nelle più ampie tematiche strategiche di ricerca del programma quadriennale 2005–2008 ed alcuni si riferiscono ad attività avviate nel 2006. Le pari opportunità rappresentano una priorità, in quanto il 2007 è stato proclamato Anno europeo delle pari opportunità per tutti. Anche la cosiddetta “flexicurity” è un’area prioritaria di attività. Prendendo in considerazione le esigenze delle parti interessate, l’agenda politica dell’UE e l’indirizzo strategico della Fondazione, le aree tematiche prioritarie di ricerca e comunicazione per il 2007 sono: Effetti e sfide della globalizzazione sul cambiamento strutturale, sulle strategie aziendali, sull’occupazione, sul lavoro e sulla qualità della vita in Europa; Mobilità, migrazione e integrazione dei migranti; Tendenze future, sfide e prospettive nei modelli di partenariato sociale: globalizzazione, adattabilità, governance, sviluppo dell’occupazione, flexicurity e occupabilità; Qualità del lavoro, sviluppi del posto di lavoro: innovazione, produttività, posti di lavoro interessanti, condizioni di lavoro, cambiamenti strutturali e qualitativi nei posti di lavoro; Diversità, pari opportunità ed equilibrio tra lavoro e vita privata; Cambiamento demografico, forza lavoro giovane e in età avanzata, riorganizzazione del lavoro nell’arco della vita.

    This document gives an overview of the activities planned by the Foundation for 2006, within the framework of its four-year programme 2005-2008, Changing Europe, better work, better life. The priorities are as follows: employment creation in a competitive global environment, characterised by restructuring, innovation and mobility with specific attention to SMEs; the anticipation and management of change and the role of social partners (and partnerships) at national, regional and company level; the necessity and potential of meeting both economic and social needs over the life course – addressing the work-life balance and social inclusion; the reform of social protection and labour market policies and their implications for access to more and better jobs.

    Within the framework of its 2005-2008 four-year work programme, ‘Changing Europe, better work, better life’, this document defines the priorities for the first year: 2005. It presents a coherent set of activities aimed at supporting the key players in European social policymaking, following the leitmotif of the new four-year programme - realising the objectives of the Lisbon strategy. The Foundation's programme of work for 2005 was adopted by the Administrative Board at its meeting on 22 October 2004.

    The Foundation’s eighth four-year programme looks ahead to the opportunities and challenges facing the new EU, building on existing strengths, areas of expertise and proven services. It highlights future challenges for social policy in Europe and pinpoints the knowledge gaps to be addressed by the Foundation and its research activities in the period following EU enlargement in May 2004. It is designed to support the work of the main social actors charged with the responsibility for planning and establishing better living and working conditions in Europe.

    The fourth annual programme of work based on the Foundation's four-year programme 2001-2004: Analysing and anticipating change to support socio-economic progress. Among the aims of the programme are to: strengthen collaboration and the sharing of results with the European Commission and other EU Institutions; finalise work started in 2001-2003 and move towards consolidation and dissemination of results; prepare for the implementation of the new four-year programme 2005-2008; strengthen transversal activities in the three core areas of expertise (Living Conditions, Working Conditions, Industrial Relations) and EMCC; reinforce customer orientation; and continue to incorporate the acceding and candidate countries in all main areas of activity.

    The third annual programme of work based on the Foundation's four-year programme 2001-2004: Analysing and anticipating change to support socio-economic progress. Among the aims of the programme are to: strengthen monitoring activities and strategic research in the three core areas of expertise (Living Conditions, Working Conditions, Industrial Relations) and EMCC; meet specific needs of key policy audiences; incorporate candidate countries in all main areas of activity; increase existing collaboration with the European Commission and strengthen relationships with the other EU Institutions; and reinforce the Foundation's role as a forum for debate.

The principles of the programme include developing and consolidating the main areas of activity: research / development, debate / discussion, information / dissemination; and strengthening core areas of expertise - working conditions, living conditions and industrial relations.
