Around one third (34%) of workplaces with 10 or more employees have a trade union or works council body in place. Considerable variation exists between countries: the rate is above 55% in Denmark, Sweden and Finland but below 20% in countries such as Turkey, Greece and Portugal. Substantial variations also exist depending on industry sector and workplace size. Many of these characteristics are related to the presence or absence of a trade union or works council. Workplace representation is more prevalent in countries where national or sectoral bargaining dominates. It is also higher in countries with more extensive levels of legislative support for workplace representation. An executive summary is available - see Related content.

L'Indagine Eurofound 2009 sulle imprese europee (ECS) fornisce una grande quantità di dati provenienti da 30 paesi per rispondere a tali quesiti. La presente relazione utilizza l'ECS e altre fonti di dati e guarda ai fattori che influenzano il percorso intrapreso dal dialogo sociale in un'impresa, con particolare riferimento ai comitati aziendali e ai sindacati; la dimensione e l'età di un'impresa, la natura del prodotto o del servizio fornito, le scelte dei datori di lavoro e la composizione della forza lavoro rappresentano tutti fattori pertinenti. Svolge un ruolo influente anche il quadro più ampio, per esempio la misura in cui i governi nazionali intervengono nel dialogo sociale e il livello in cui si svolgono i negoziati.
