Di recente, a eccezione di alcuni picchi intermittenti, si è verificata una generale diminuzione delle azioni sindacali negli Stati membri dell’UE. Durante la pandemia di COVID-19 questo trend è proseguito, con le vertenze di lavoro più importanti non inaspettatamente presenti nel settore della salute umana e dei servizi sociali, nel settore dell’istruzione e dei trasporti nonché della logistica. La relazione analizza i dati raccolti nel periodo 2018-2019 da Eurofound nel corso del progetto pilota della sua banca dati Action industrial Monitor (IAM). Utilizzando l’analisi per gruppi, la ricerca ha classificato le azioni sindacali in Europa in cinque categorie: vertenze nazionali di interessi e diritti che a volte prevedono diverse forme di impiego; vertenze estese relative ad accordi salariali collettivi; vertenze localizzate su problemi di impiego, orari di lavoro e ristrutturazione, con brevi interruzioni del lavoro; vertenze localizzate su diritti individuali dei lavoratori e insoddisfazioni relative alle politiche aziendali; infine, vertenze su politiche pubbliche.

In termini di questioni specifiche, i problemi relativi alla retribuzione costituivano oltre il 40 % delle vertenze, quelli occupazionali ne costituivano il 20 %, altri aspetti delle condizioni di lavoro il 16 % e le contestazioni il 13 %. Rilevando l’assenza di dati completi sull’attività sindacale in Europa, l’analisi evidenzia la necessità di una raccolta sistematica di prove empiriche in futuro al fine di costituire una base solida per un’analisi comparativa.
