European Union heads of state/government and ministers gathered in Brussels on 15-16 December 2005, under the outgoing UK Presidency, for a European Council meeting. In social policy and employment terms, the main areas of discussion were growth and jobs, and migration.

On 25 October 2005, the European Commission issued its legislative and work programme for 2006 ( COM(2005) 531 final ). Entitled /Unlocking Europe’s full potential/, the programme states that 'the challenges facing Europe are clear, and urgent'. A cooperation agreement on social dialogue was signed on 8 November 2005 by the Universal Postal Union (UPU) and the global union, Union Network International (UNI). The UPU is a United Nations (UN) specialised agency, based in Berne, Switzerland, and acts as a forum for cooperation between postal services. UNI is a global union with 15 million members, 2.5 million of which are employed in the postal sector. On 24 October 2005, an informal tripartite social summit was held to debate ways in which the EU social partners and institutions can contribute to building a new social Europe. The aim of this summit was to provide some input from the EU social partners into an informal summit of heads of state/government that was held three days later, on 27 October, at Hampton Court, Surrey, UK. The tripartite summit was attended by José Manuel Barroso (President of the European Commission), Tony Blair (the UK Prime Minister) Vladimír Špidla (European Commissioner for Employment, Social Affairs and Equal Opportunities) Wolfgang Schüssel (the Austrian Federal Chancellor), Matti Vanhanen (the Finnish Prime Minister) and representatives of the European social partners. It was agreed that the September 2005 social dialogue summit in Brussels (EU0510204F ) had shown that there is much consensus between employers and trade unions on how Europe should go about getting out of its current economic and social difficulties. On 7-8 November 2005, the UK government hosted a conference on gender equality. The one-and-a-half day conference was entitled /What Works for women? Meeting the challenges, sharing the solutions/ and took place in Birmingham, UK. The event was held under the auspices of the UK’s Presidency of the EU Council of Ministers. The conference focused on the economic empowerment of women, looking in particular at three areas:

On 20 October 2005, the European Commission issued a new proposal  aimed at improving the portability of supplementary pension rights. This comes after two formal consultations by the Commission of the EU-level cross-sector social partners on this issue, in June 2002 (EU0207201N ) and in September 2003 (EU0310205F ). On 13 September 2005, the German insurance company Allianz stated that it intended to create a European Company by merging with its Italian subsidiary RAS. A special summit was held in Brussels on 29 September 2005 to mark the 20th anniversary of the launch of the EU-level social dialogue process at the Val Duchesse talks in 1985. The summit was attended by more than 150 participants from social partner organisations from the 25 EU Member States and Romania and Bulgaria, in addition to representatives from the EU institutions.

The European Metalworkers’ Federation (EMF) held its fifth collective bargaining conference (EU0108241F ) in Rome on 11-12 October 2005. The conference was attended by more than 220 delegates, who spent the two days discussing the collective bargaining situation in the European metalworking industry. On 16 September 2005, the European Commission’s high-level group on the free movement of workers held its first meeting. The aim of the meeting was to discuss labour flows across Europe since the EU’s enlargement on 1 May 2004.
