Abstract

This report presents the findings of the Living, working and COVID-19 e-survey, carried out by Eurofound to capture the far-reaching implications of the pandemic for the way people live and work across Europe. The survey was fielded online, among respondents who were reached via Eurofound’s stakeholders and social media advertising. Two rounds of the e-survey have been carried out to date: one in April, when most Member States were in lockdown, and one in July, when society and economies were slowly re-opening.

The findings of the e-survey from the first round reflected widespread emotional distress, financial concern and low levels of trust in institutions. Levels of concern abated somewhat in the second round, particularly among groups of respondents who were benefiting from support measures implemented during the pandemic. At the same time, the results underline stark differences between countries and between socioeconomic groups that point to growing inequalities.

The results confirm the upsurge in teleworking across all countries during the COVID-19 pandemic that has been documented elsewhere, and the report explores what this means for work–life balance and elements of job quality. 

Key findings

Visoje Europoje žmonių padėtis po izoliavimo laikotarpio apskritai pablogėjo: liepos mėn., palyginti su balandžio mėn., pranešta apie didesnį darbo valandų skaičių ir mažesnį nesaugumo dėl darbo lygį. Visoje ES atsirado didelių skirtumų tarp konkrečių grupių.

Nepaisant to, kad daugelyje šalių buvo imtasi priemonių padėti darbo netekusiems asmenims, gerokai daugiau nei pusė bedarbių respondentų nuo COVID-19 protrūkio negavo jokios oficialios finansinės paramos, todėl daugelis buvo priversti pasikliauti neoficialia parama. Respondentai, nurodę, kad patiria pragyvenimo sunkumų, daugiausia buvo bedarbiai, o liepos mėn. taip atsakiusių bedarbių buvo dvigubai daugiau nei dirbančių.

Vis daugiau jaunų žmonių smarkiai nukenčia nuo izoliavimo – jų kartu su bedarbiais nurodomas gerovės lygis yra žemiausias, nors nuo pandemijos pradžios padėtis šiek tiek pagerėjo. Nors nuo balandžio mėn. pasitenkinimas gyvenimu ir optimizmas padidėjo, jaunuoliai ir toliau jaučiasi atskirti nuo visuomenės ir jiems vis dar kyla didžiausias depresijos pavojus, o tai rodo, kad izoliavimo metu taikyti apribojimai jiems daro didesnį poveikį.

Be to, moterys ir toliau patiria neproporcingą poveikį ir išlieka mažiau optimistiškos dėl savo ateities nei vyrai – šis atotrūkis toliau didėjo balandžio–liepos mėn. Moterų profesinio ir asmeninio gyvenimo pusiausvyrą pandemija taip pat paveikė labiau nei vyrų: moterys patyrė didesnį poveikį dėl sutrumpinto darbo laiko, o jaunos moterys dažniau nei vyrai, tikėtina, galėjo prarasti darbą. Ypač per pandemiją padidėjo moterims tenkanti priežiūros pareigų našta.

Liepos mėn. pasitikėjimas ES padidėjo, o pasitikėjimas nacionalinėmis vyriausybėmis sumažėjo. Labiausiai pasitikėjimas augo Italijoje ir Ispanijoje, kurios stipriai nukentėjo nuo pandemijos. Pasitikėjimas tiek nacionalinėmis vyriausybėmis, tiek ES buvo gerokai didesnis tų ES piliečių, kurie per pandemiją gavo finansinę paramą.

The data cover a range of topics under four main headings: quality of life and quality of society, work and teleworking, the financial situation and security of respondents, as well as the quality of public services during COVID-19.
