Employment in the report is viewed as the contractual relationship between an employer and a worker, specifically how the rights and duties embedded into the relationship are translated into real rights. The analysis is mainly based on data from the fifth European Working Conditions Survey (EWCS), conducted in 2010. Where appropriate, comparisons with earlier waves of the EWCS are made.

Joje, kaip pagrindine prielaida, remiamasi būtinybe gerinti darbo vietų kokybę, vieną iš pagrindinių Europos pažangaus, tvaraus ir integracinio augimo strategijos „Europa 2020“ ašių. Geros kokybės darbo vietos yra svarbi darnios profesinės karjeros, darbuotojų motyvacijos ir jų našumo lygių išsaugojimo prielaida; jos taip pat padeda užtikrinti geresnę bendrą darbuotojų sveikatą. Remiantis 2010 m. atlikto 5-ojo Europos darbo sąlygų tyrimo (EDST) duomenimis, šioje ataskaitoje užimtumo kokybė vertinama taikant daugiamatę koncepciją, pagrįstą 12 rodiklių, kuriais vertinami keturi sudėtiniai užimtumo matmenys, t. y. darbo sutarties saugumas, pajamos ir teisės, darbo laikas ir galimybės įsidarbinti, ir du sudėtiniai darbo santykių matmenys, t. y. atstovavimas darbuotojams ir įgaliojimų darbuotojams suteikimas.
