To support the European Commission’s objective of ensuring Europe is fit for the digital age, this report examines the use of digital technologies in social services and the policies that promote digital transformation. The report explores some of the main issues involved in implementing digitalisation strategies and using digital technologies in social services, as well as some of the measures that have been put in place to overcome barriers. The overall aim is to work towards closing the knowledge gap regarding the opportunities and risks associated with technological change in this area.

Ataskaitoje nagrinėjami kai kurie esminiai klausimai, susiję su skaitmeninimo strategijų įgyvendinimu ir skaitmeninių technologijų naudojimu teikiant socialines paslaugas, taip pat kai kurios priemonės, kurių imtasi kliūtims įveikti. Bendras tikslas – siekti užpildyti žinių apie galimybes ir riziką, susijusias su technologiniais pokyčiais šioje srityje, spragą.

Moksliniuose tyrimuose, kurie buvo atlikti iki JK išstojimo iš Europos Sąjungos 2020 m. sausio 31 d. ir vėliau paskelbti, gali būti pateikiami su 28 ES valstybėmis narėmis susiję duomenys. Po šios datos, jei nenurodyta kitaip, tyrimuose remiamasi tik 27 ES valstybių narių (28 ES šalių be JK) duomenimis.

Šioje ataskaitoje pateikiami tyrimų rezultatai, gauti prieš COVID-19 protrūkį, kuris Europoje prasidėjo 2020 m. vasario mėn. Todėl juose neatsižvelgiama į protrūkio pasekmes.
