Nuo 2016 m. EUROFOUND atidžiai stebėjo nacionalinių socialinių partnerių dalyvavimą formuojant politiką pagal Europos semestro ciklą. 2020 m. daugiausia dėmesio skirta jų dalyvavimui pirmaisiais COVID-19 protrūkio mėnesiais. Nors dėl pandemijos kilo didelių sunkumų įgyvendinant socialinį dialogą, analizės rezultatai rodo, kaip socialinis dialogas gali veiksmingai padėti formuoti politikos iniciatyvas ir rasti sprendimus esant nepaprastajai padėčiai, kuri daro poveikį įmonėms, darbuotojams, ekonomikai ir visuomenei. Akivaizdu, kad socialinių partnerių dalyvavimas rengiant ir įgyvendinant nacionalinius ekonomikos gaivinimo ir atsparumo didinimo planus 2021 m. bus labai svarbus ekonomikos gaivinimo procese ir užtikrinant socialinio dialogo tęstinumą.
