The Turku Conference examined the development, implementation and assessment of 'active strategies' - the policies and practices in favour of the participation in employment and productivity of the ageing workforce. It also looked at the development of more integrated public polices for an ageing workforce. The conference results present lessons from the Member States which can be incorporated into new policy approaches that will stimulate the development and evaluation of the necessary measures.

Europe is undergoing a previously unwitnessed ageing of the population. In view of this, social inclusion of the elderly and strategies to promote voluntary work among older people are now important items on the EU’s political agenda. This report is based on 30 case studies from 11 Member States in which volunteers, not always exclusively older people, were successfully engaged in meaningful projects of all kinds. The cases demonstrate best practice in all aspects of the issue, ranging from strategies to recruit volunteers to ways of keeping them engaged and utilising their talents to the full. The report has a special focus on volunteering by those who may themselves be at risk of social exclusion.

Europe is facing unprecedented demographic change including a previously unknown ageing of the population. In view of these demographic and societal changes, social inclusion of the elderly is of growing importance. In searching for measures to promote the social inclusion of the older population, EU policies give special attention to encouraging volunteering. This working paper looks at experiences in 5 EU countries (Denmark, Germany, Italy, the Netherlands and Poland) and draws some interim conclusions.

The ageing of the EU population has implications for the sustainability of pensions, economic growth and the future labour supply. This report reviews case studies from a range of organisations across the EU that have instituted good practice in recruiting, supporting and retaining older workers. By presenting examples of good practice, it aims to assist all those with responsibilities for employment in ensuring that age in the workplace is managed productively.

Changes to traditional gender roles and the labour market are forcing a rethink of conventional work-life patterns. Individuals are calling for a better quality of life, while employers require greater flexibility in the workplace. The idea of reorganising time over the whole course of working is one possible response. This report offers a conceptual framework to consider time arrangements and working life, linking this to measures to improve quality of life.
