This report presents an overview of living conditions in the five current EU candidate countries – Albania, Montenegro, North Macedonia, Serbia and Turkey. It is based on the results of the 2016 European Quality of Life Survey (EQLS) and covers three broad areas: quality of life, quality of public services and quality of society. The report consists of an introductory overview chapter and five country profiles. The survey results are relevant both from a national perspective and in the context of the areas addressed in the EU enlargement process. They are also instructive in the broader context of the Sustainable Development Goals, which countries sometimes struggle to assess due to a lack of comprehensive monitoring measures. The EQLS results show that some aspects of quality of life are similar across the candidate countries. On a number of indicators, they score lower than the EU28 average, but the quality of certain public services is ranked relatively high in these countries.

    Šajā ziņojumā ir sniegts pārskats par dzīves apstākļiem piecās pašreizējās ES kandidātvalstīs – Albānijā, Melnkalnē, Serbijā, Turcijā un Ziemeļmaķedonijā. Ziņojuma pamatā ir 2016. gada Eiropas dzīves kvalitātes apsekojuma (EQLS) rezultāti, aptverot trīs plašas jomas: dzīves kvalitāti, sabiedrisko pakalpojumu kvalitāti un sabiedrības kvalitāti. Ziņojumam ir ievada nodaļa ar pārskatu un pieci valstu profili.

    Apsekojuma rezultāti ir būtiski gan no valstu perspektīvas, gan no ES paplašināšanās procesā iesaistīto jomu konteksta. Tie ir būtiski arī plašākā ilgtspējīgas attīstības mērķu kontekstā, ko valstis dažkārt cenšas novērtēt visaptverošu uzraudzības pasākumu trūkuma dēļ. EQLS rezultātos redzams, ka daži dzīves kvalitātes aspekti ir vienādi visās kandidātvalstīs. Pēc vairākiem rādītājiem tie ir zem ES-28 vidējiem rādītājiem, toties dažu sabiedrisko pakalpojumu kvalitāte šajās valstīs tiek vērtēta salīdzinoši augstu.

    Eurofound's European Quality of Life Survey (EQLS) examines both the objective circumstances of European citizens' lives and how they feel about those circumstances and their lives in general. This series consists of outputs from the EQLS 2016, the fourth edition of the survey. The survey was first carried out in 2003.
