Pēdējos gados ES dalībvalstīs ir vērojama vispārēja protesta akciju samazināšanās, ja neskaita dažus neregulārus kāpumus. Covid-19 pandēmijas laikā šī tendence ir turpinājusies, un nav pārsteigums, ka nozīmīgākie darba strīdi notiek cilvēku veselības un sociālo pakalpojumu, izglītības, kā arī transporta un loģistikas sektorā. Šajā ziņojumā ir analizēti dati, ko Eurofound savāca 2018.–2019. gadā, veicot savas Industrial Action Monitor (IAM) datubāzes izmēģinājumu. Izmantojot kopu analīzi, pētījums klasificēja protesta akcijas Eiropā piecās kategorijās: valstu strīdi par interesēm un tiesībām, kas reizēm ietver dažādas nodarbinātības formas; plašāki strīdi par samaksas koplīgumiem; lokalizēti strīdi par nodarbinātības problēmām, darba laiku un pārstrukturēšanu ar īsiem darba pārtraukumiem; lokalizēti strīdi par darbinieku tiesībām un sūdzības par uzņēmuma politiku; strīdi par sabiedrisko kārtību.

Atzīmējot pilnīgu datu trūkumu par protesta akcijām Eiropā, analīze norāda uz sistemātiskas empīrisko pierādījumu apkopošanas nepieciešamību nākotnē, lai nodrošinātu stabilu pamatu salīdzinošai analīzei.
