    A key element of European policy is the emphasis on boosting employment and maximising its quality – creating ‘more and better jobs’ – with a view to shaping a competitive, knowledge-based economy. Over the period 1995 - 2006, considerable growth in employment took place in most European countries. This report seeks to determine if those jobs created were also of better quality. It analyses the level of employment growth across the wage spectrum in each Member State by sector, occupation, type of contract, and gender.

    2008 marked the completion of Eurofound’s four-year programme, Changing Europe: Better work, better life. Eurofound built on its work of previous years in providing comparative information, research and analysis on living and working conditions, industrial relations and the management of change for key actors in the field of EU social policy. As outlined in the 2005–2008 programme, Eurofound’s work is divided into three key tasks: monitoring and understanding change, researching and exploring what works, and communicating and sharing ideas and experience. Within these three tasks, its activities fall into four thematic areas: employment, industrial relations and partnership, work–life balance and social cohesion.

    The start of 2005 saw the Foundation begin its new four-year work programme Changing Europe: Better work, better life. This theme will guide the direction of Foundation research over the next four years: to provide reliable data on longterm trends and develop ideas, gleaned from experience, for improving living and working conditions. The year’s end culminated in the appointment of the Foundation’s new Director, Jorma Karppinen.

    The pressures of globalisation and demographic change increasingly made their mark as the European Union prepared to further expand its borders to Bulgaria and Romania during 2006. Policymakers at EU and national level face into important decisions on issues related to migration, employment, education, equal opportunities and social policy. On all these issues and more, the Foundation provided cutting edge knowledge and information during 2006. See Annexes.
