This reports analyses 386 agreements which had been signed when the Directive came into force on 22 September 1996, and Article 13 ceased as an option for the establishment of a European Works Council.

This concept paper is an input to ongoing preparatory work for the new four-year work programme of Eurofound 2013–2016. It is based on the outcome of a joint working group between Eurofound and the European Institute for Public Administration (EIPA). In addition, the paper includes contributions and recommendation from a high-level expert seminar on relevant issues, which took place in Brussels on 21-22 June 2011.

European cities are increasingly faced with the challenge of integrating people from very diverse backgrounds. As migrant populations increase, so do the opportunities for new business, job creation and international competitiveness. This report shows that ethnic entrepreneurs, however small their venture, contribute to the economic growth of their local area, often rejuvenate neglected crafts and trades, and participate increasingly in the provision of higher value-added services. They can help to promote stronger trading links with their home countries and foster social cohesion in their host communities. The report examines what city authorities are doing to attract ethnic entrepreneurs into their established business communities, and to facilitate the business environment – from the purely financial to providing training and advice.

This report presents the conclusions from a seminar on labour mobility coorganised by the European Foundation for the Improvement of Living and Working Conditions and the German Marshall Fund of the United States. The seminar brought together a group of about 60 leading European and American researchers in the field of labour mobility and policymakers to discuss transatlantic mobility trends and to reflect on the social, economic and cultural impacts of geographical and long-distance labour market mobility.
