Tackling undeclared work database

Undeclared work can be defined as work which is in itself legal but is not declared to the authorities for tax, social security and/or labour law purposes. Across the 28 Member States of the European Union, a great deal of effort is being invested into developing and testing policy measures that aim to tackle undeclared work.

Fiscal Rescue Operation, Portugal

  The objective of the Fiscal Rescue Operation introduced by the Portuguese government in 2008 was the recovery of tax revenues diverted by companies. During the operation, the Tax General-Directorate DGCI recovered €435 million in tax revenues, an average of €1.8 million daily.

National campaign on undeclared work, Portugal

  An awareness and information campaign is under preparation in Portugal based on the need to increase the public's awareness about the risks of undeclared work, particularly as far as sanctions are concerned. The campaign targets the following groups having different types of responsibilities and interventions: citizens in general, children and young people, employers and those at decision-making level; and workers.

Training labour inspectors, Portugal

  This measure involves a training course on the topic of undeclared and irregular work specifically for labour inspectors recruited since 2009, organised by ACT with the objective of understanding the varied forms of undeclared and irregular work in the context of the current legal framework, Domestic work, home working, rural labour, and micro and small enterprises have been identified as areas deserving particular focus as regards undeclared work.

Campaign against undeclared work in hotels and restaurants, Portugal

  In 2007, the Northern Hotels Trade Union in Portugal started a campaign against informal and undeclared work (Campanha Contra Trabalho Clandestino e Trabalho Não Declarado). The campaign was based on a survey which found that a significant number of restaurants and beverage establishments in the northwestern Minho Region relied on such work. Overall, the initiative was well received and achieved some positive results.

‘On the Spot’ company set-up, Portugal

  In 2005, the Portuguese Secretary of State of Justice implemented an initiative in order to relieve the bureaucratic burden accompanying the setting up of new companies. By simplifying the administrative requirements, it is now possible to create a company ‘on the spot’ in a single office in a single day. Although it is not an explicit objective, this measure should contribute to combating undeclared work.

Inspection programme to combat undeclared work, Portugal

  The Inspection Action Plan 2008–2010 of the Authority for Working Conditions includes a specific measure aiming to combat undeclared and irregular work in Portugal. The inspection programme to combat undeclared work (Programa inspectivo para o combate ao trabalho não declarado) has a national scope and covers all sectors of economic activity, with a special focus on the construction sector and hotels and restaurants.
