This programming document describes Eurofound’s planned work over the programming period 2021–2024. It sets out the policy and institutional context for the programme, outlines the multiannual programme for the four-year period and sets out the work programme for 2022. Eurofound’s priorities for 2021–2024 are shaped by the key challenges for social cohesion and just transitions in a changing environment in the aftermath of the COVID-19 crisis. The Agency focuses on issues where it can draw on its core expertise in the areas of working conditions, industrial relations, employment and living conditions, to support its stakeholders, by providing evidence that can assist their policy action.
The European Union Agencies Network on Scientific Advice (EU-ANSA) consists of technical and regulatory agencies that provide scientific advice to EU policymakers. This report demonstrates how EU-ANSA member Agencies are addressing the socioeconomic effects of sustainable development. It is based on two surveys conducted among the member Agencies. The survey results show that the most researched areas include the economy, employment, skills and training, gender inequalities, health and safety, social aspects, the role of regulation and social dialogue.
Upward convergence lies at the heart of the EU project. Member States and their citizens sign up to be part of the Union, as they expect their membership will lead to balanced economic prosperity and social progress across countries. Increasing disparities between Member States, as happened during the 2008–2013 economic crisis, could be seen as a betrayal of the EU’s promise, and potentially lay the seeds for discontent and disintegration. This flagship report is the culmination of Eurofound’s research into monitoring convergence in the EU, which was initiated in 2017.
Technological change is accelerating as the capacity of electronic devices to digitally store, process and communicate information expands. Digitalisation is transforming the EU economy and labour markets: nearly one-third of EU workplaces are categorised as highly digitalised. What are the implications of the digital revolution for employment and work? And how might it affect social dialogue?
One of the most striking developments of the last half-century has been the huge rise in the labour market participation of women. Two out of every three net new jobs created over the last two decades in the EU were taken by women. At the same time, sharply rising employment rates among older workers due to population ageing and policy changes have increased the share of older workers in the labour market. This report examines the impacts of the changing contours of labour supply on the employment structure over the last quarter-century in Europe (1995–2019).
Despite the increasing participation of women in the labour market and a higher share of women than men being hired into well-paid jobs in recent years, a gender pay gap exists across all EU Member States. Pay differentials between women and men have been shown to be significantly influenced by the economic sector where people work and the occupation they hold.
Digital transformation is changing the world of work. This report looks at how social partners – the actors involved in the regulation of employment relationships – are increasingly adopting technological solutions to improve the services that they provide to their members and facilitate collective bargaining processes. Technological tools offer social partners the opportunity to enhance consultation, engage with their members through digitised processes, improve services and increase networking activities, as well as addressing the issue of membership decline.
This report aims to support European businesses in navigating the challenges of the COVID-19 pandemic. The focus is on workplace practices and features that have helped establishments across the EU to develop operational resilience while keeping employees and customers safe. The report investigates how EU establishments initially reacted to the external shock brought about by the outbreak of the pandemic and how they subsequently adapted their workplaces.
This report analyses and compares the industrial relations landscape in several sectors and activities that form a public service cluster across the 27 EU Member States and the UK – altogether employing over 57 million workers and representing 25% of the total workforce in the economy. It is based on Eurofound’s representativeness studies on the central government administration (CGA), education, human health, local and regional government (LRG), and social services sectors.
The advent of AI has far more consequences for how work is organised, performed and valued than any previous technological revolution. In order to make the most of this digital transformation we need inclusive and nuanced policy debates on its employment effects and how to future-proof policies: we need to talk about AI.

This series consists of studies of the representativeness of employer and worker organisations in various sectors.
This series reports on developments in minimum wage rates across the EU, including how they are set and how they have developed over time in nominal and real terms. The series explores where there are statutory minimum wages or collectively agreed minimum wages in the Member States, as well as minimum wage coverage rates by gender.
Eurofound’s work on COVID-19 examines the far-reaching socioeconomic implications of the pandemic across Europe as they continue to impact living and working conditions. A key element of the research is the e-survey, conducted in three rounds – in April and July 2020 and in March 2021. This is complemented by the inclusion of research into the ongoing effects of the pandemic in much of Eurofound’s other areas of work.
The European Working Conditions Survey (EWCS) launched in 1990 and is carried out every five years, with the latest edition in 2015. It provides an overview of trends in working conditions and quality of employment for the last 30 years. It covers issues such as employment status, working time duration and organisation, work organisation, learning and training, physical and psychosocial risk factors, health and safety, work–life balance, worker participation, earnings and financial security, work and health, and most recently also the future of work.
The European Restructuring Monitor has reported on the employment impact of large-scale business restructuring since 2002. This series includes its restructuring-related databases (events, support instruments and legislation) as well as case studies and publications.
Eurofound’s Flagship report series 'Challenges and prospects in the EU' comprise research reports that contain the key results of multiannual research activities and incorporate findings from different related research projects. Flagship reports are the major output of each of Eurofound’s strategic areas of intervention and have as their objective to contribute to current policy debates.
Eurofound’s European Company Survey (ECS) maps and analyses company policies and practices which can have an impact on smart, sustainable and inclusive growth, as well as the development of social dialogue in companies. This series consists of outputs from the ECS 2019, the fourth edition of the survey. The survey was first carried out in 2004–2005 as the European Survey on Working Time and Work-Life Balance.

The series analyses the involvement of national social partners in the implementation of policy reforms within the framework of social dialogue practices, including their involvement in elaborating the National Reform Programmes (NRPs).

Their relative representativeness legitimises their right to be consulted, their role and effective participation in the European sectoral social dialogue and their capacity to negotiate agreements. The aim of this Eurofound’s study on representativeness is to identify the relevant national and European social partner organisations in the gas sector in the EU Member States.
This paper provides an analytical summary of state of the art academic and policy literature on the impact of climate change and policies to manage transitions to a carbon neutral economy on employment, working conditions, social dialogue and living conditions. It maps the key empirical findings around the impact of climate change and the green transitions on jobs, sectors, regions and countries in Europe, identifying the opportunities and risks that climate change policies bring to European labour markets.
Automation and digitisation technologies, including artificial intelligence (AI), are undergoing a rapid evolution. This impacts working conditions in a variety of ways and raises a host of new ethical concerns. In recent times, the policy debate surrounding these concerns has become more prominent and has increasingly focused on AI. Key EU policy developments, especially in relation to AI, have shaped the policy debate in many EU Member States, and in some instances they have led to the adoption of new policy initiatives that address these concerns in the context of work and employment.
Lockdown measures and the economic shift following the COVID-19 pandemic has resulted in a widening of the gender divide between men and women, putting at risk some of the gender equality gains that had been made in previous years. This report analyses changes in the distribution of paid and unpaid work, along with care and domestic responsibilities, among men and women during the crisis. It also explores the impact of the pandemic on the well-being of women and men.
This report offers a backward look at the impact of the COVID-19 pandemic on the work and life of Europeans. The main focus is on Eurofound’s e-survey ‘ Living, working and COVID-19’ which was launched on 9 April 2020 just after the onset of the crisis. Through four rounds of the survey (two in 2020 and two in 2021), the range of questions changed to match the evolving situation and to understand the effects on the everyday lives of citizens and workers.

There have always been workers who have worked at different locations, on site with customers or while on the move. Companies have also developed open-plan workspaces to cut costs and foster cooperation. Cloud computing allows workers to access internal data from anywhere, while digitalisation increases the use of automated decision-making and control based on (big) data. This report addresses the extent to which place of work determines job quality.
The COVID-19 pandemic triggered an extraordinary level of provision of social services across the EU. Healthcare and care providers carried much of the burden and, together with essential services, played a crucial role in getting citizens through the crisis. This report explores how public services adapted to the new reality and what role was played by the digital transformation of services. The aim is to contribute to the documentation and analysis of changes in funding, delivery and use of healthcare and social services during the pandemic.
