Every four years Eurofound reviews its strategy and the orientation to be given to its work and after widespread consultation prepares a four-year rolling programme. Within the context of the four-year programme, a detailed annual programme of work is prepared and proposed for adoption by the Management Board.

The programmes are the outcome of detailed deliberations of the groups making up the Management Board as well as with the Institutions of the Union.

    The four drivers of change identified in Eurofound’s 2009-2012 work programme, globalisation, demographic change, technological change and climate change, remain challenges at global and European levels. These challenges are reflected in the Europe 2020 strategy. The demographic changes in particular are amplified in dealing with the impact of the recession. The impact of the economic and employment crisis sees greater emphasis on some socio-economic priorities, such as: Measures to stimulate job creation, competitiveness and employment; Labour market activation, youth employment and ageing workforce; Structural reforms in Member States to ensure long-term sustainability of their public finances and social protection systems; Reducing poverty and social exclusion. Against this background Eurofound will address in 2011 the growing challenges for: Sustainable, efficient and effective public sector; and Job creation, European structural weaknesses and competitiveness developments.

    This is the second annual programme of the four-year period and continues Eurofound’s work in the following three research focus areas: employment growth and supply of labour in changing labour markets, more and better jobs and higher productivity through partnership, and promotion of social inclusion and sustainable social protection. The 2010 programme gives more emphasis to the impacts of the current economic and financial crisis on the employment, working conditions and quality of life of Europeans. It will include crisis-related research on restructuring, labour markets and wages as analysed by the new European Jobs Monitor and studies on flexicurity. Longer-term impacts of the recession will be examined in the context of the combined effects of recession and demographic change, as well as studies of new forms of corporate ownership and governance; the impacts of the recession on social dialogue structures will also be considered.

    2009 is the first year of the four-year programme 2009–2012, which is designed to produce comparative analysis and forward looking studies of the impact of the key drivers of change: globalisation, technological innovation, demographic trends and climate change on living and working conditions in Europe. The programme aims to identify practical approaches and best practices to directing changes successfully as Europe moves towards the post-Lisbon era.

    Eurofound’s research and communication activities during the period 2009–2012 will be closely linked to European policy responses to the major drivers of change, analysing and anticipating their impact on living and working conditions. Eurofound will use its expertise in working conditions, industrial relations, living conditions and anticipation and management of change, and will continue research in these areas. The 2009–2012 research and communication activities are grouped into three broad focus areas: employment growth and supply of labour in changing labour markets; more and better jobs and higher productivity through partnership; and promotion of social inclusion and sustainable social protection.

    This document gives an overview of the activities planned by the Foundation for 2006, within the framework of its four-year programme 2005-2008, Changing Europe, better work, better life. The priorities are as follows: employment creation in a competitive global environment, characterised by restructuring, innovation and mobility with specific attention to SMEs; the anticipation and management of change and the role of social partners (and partnerships) at national, regional and company level; the necessity and potential of meeting both economic and social needs over the life course – addressing the work-life balance and social inclusion; the reform of social protection and labour market policies and their implications for access to more and better jobs.

    Within the framework of its 2005-2008 four-year work programme, ‘Changing Europe, better work, better life’, this document defines the priorities for the first year: 2005. It presents a coherent set of activities aimed at supporting the key players in European social policymaking, following the leitmotif of the new four-year programme - realising the objectives of the Lisbon strategy. The Foundation's programme of work for 2005 was adopted by the Administrative Board at its meeting on 22 October 2004.

    The Foundation’s eighth four-year programme looks ahead to the opportunities and challenges facing the new EU, building on existing strengths, areas of expertise and proven services. It highlights future challenges for social policy in Europe and pinpoints the knowledge gaps to be addressed by the Foundation and its research activities in the period following EU enlargement in May 2004. It is designed to support the work of the main social actors charged with the responsibility for planning and establishing better living and working conditions in Europe.

    The fourth annual programme of work based on the Foundation's four-year programme 2001-2004: Analysing and anticipating change to support socio-economic progress. Among the aims of the programme are: strengthen collaboration and the sharing of results with the European Commission and other EU Institutions; finalise work started in 2001-2003 and move towards consolidation and dissemination of results; prepare for the implementation of the new four-year programme 2005-2008; strengthen transversal activities in the three core areas of expertise (Living Conditions, Working Conditions, Industrial Relations) and EMCC; reinforce customer orientation; and continue to incorporate the acceding and candidate countries in all main areas of activity.
