Innovation and technological advancement are natural features of developed economies, and they are necessary to maintain and improve sustainable competitiveness in an era of globalisation. However, while most innovation tends to be incremental, some has a disruptive effect on production and service provision, the labour market and social dialogue.
The debate about the posting of workers in the EU, its economic and social consequences, and ways to manage it is hampered by the fact that reliable, comparable data on the phenomenon are lacking. Accurate statistics on the number of posted workers, their characteristics and working conditions are simply not available. This report maps existing information sources at the European and Member State levels, and identifies the gaps in, and the limitations of, data currently available.
Advances in ICT have opened the door to new ways of organising work. We are shifting from a regular, bureaucratic and ‘factory-based’ working time pattern towards a more flexible model of work. Telework and ICT-based mobile work (TICTM) has emerged in this transition, giving workers and employers the ability to adapt the time and location of work to their needs. Despite the flexibility and higher level of worker autonomy inherent in TICTM, there are risks that this work arrangement leads to the deterioration of work–life balance, higher stress levels and failing worker health.
As one of their ‘100 days in office’ initiatives, the new European Commission intends to propose an initiative for an EU minimum wage. The aim is that by 2024 every worker in the EU should earn a fair and adequate wage, no matter where they live.

Casual work, both intermittent and on-call, contributes to labour market flexibility and is therefore increasingly used across Europe. In some countries, practices go beyond the use of casual employment contracts to include other types of contracts and forms of self-employment.

This report provides an overview of household types in the European Union, how they have changed over the period 2007–2017 and how household type relates to outcomes in terms of living conditions and well-being – such as life satisfaction, the feeling of social exclusion and mental well-being.
Social convergence has gained an equal footing alongside economic convergence as an EU goal in the wake of the economic crisis. This report presents the results of a study into convergence in working conditions, a major component of social policymaking. It examines whether working conditions have improved over the past two decades in the EU as a whole and whether dissimilarities between Member States in this area have narrowed.
The European Pillar of Social Rights is designed to act as a compass for a renewed process of upward convergence among Member States towards better working and living conditions. It is accompanied by a Social Scoreboard to monitor the progress made by Member States. This policy brief presents the results of an investigation into the upward convergence patterns of the headline indicators of the Social Scoreboard and the relationship between convergence and the business cycle from 2008 to 2018.
The European Quality of Life Survey (EQLS) is carried out every four to five years since its inception in 2003, with the latest edition in 2016. It examines both the objective circumstances of people's lives and how they feel about those circumstances and their lives in general. It covers issues around employment, income, education, housing, family, health and work–life balance. It also looks at subjective topics, such as people's levels of happiness and life satisfaction, and perceptions of the quality of society.
This series brings together publications and other outputs of the European Jobs Monitor (EJM), which tracks structural change in European labour markets. The EJM analyses shifts in the employment structure in the EU in terms of occupation and sector and gives a qualitative assessment of these shifts using various proxies of job quality – wages, skill-levels, etc.

The COVID-19 crisis has increased inequality between social groups in health, housing, employment, income and well-being. While a small part of society was able to hold on to or increase its wealth, other groups such as women, young people, older people, people with disabilities, low- and middle-income earners and those with young children were acutely affected by the pandemic. Drawing on current research on how to best measure multidimensional inequality, this report highlights recent trends in inequality in the context of the COVID-19 crisis.
This report analyses how working conditions, job quality and working life outcomes – such as work–life balance, health and well-being, and sustainability of work – changed between February 2020 and spring 2021. Following up on responses to the European Working Conditions Survey (EWCS) 2020, it explores the differences between three distinct groups of workers: those teleworking during the COVID-19 pandemic, those who continued to work on their employers' premises as frontline staff, and those who were furloughed or worked reduced hours.

The aim of this Eurofound’s study on representativeness is to identify the relevant national and European social partner organisations at cross-sectoral level in the EU Member States.

This report offers a backward look at the impact of the COVID-19 pandemic on the work and life of Europeans. The main focus is on Eurofound’s e-survey ‘ Living, working and COVID-19’ which was launched on 9 April 2020 just after the onset of the crisis. Through four rounds of the survey (two in 2020 and two in 2021), the range of questions changed to match the evolving situation and to understand the effects on the everyday lives of citizens and workers. A fifth round of the e-survey is planned for March–May 2022, with initial findings available in July.

This report explores the drivers of economic and social convergence in Europe, using a selected set of economic and social indicators to examine trends in the performance of individual Member States. It also investigates what role the Economic and Monetary Union plays in convergence, particularly in southern and eastern Member States. The impact of the COVID-19 pandemic on convergence is analysed and initial conclusions are drawn about the impact of EU recovery packages and their ability to prevent divergence.
The COVID-19 pandemic triggered an extraordinary level of provision of social services across the EU. Healthcare and care providers carried much of the burden and, together with essential services, played a crucial role in getting citizens through the crisis. This report explores how public services adapted to the new reality and what role was played by the digital transformation of services. The aim is to contribute to the documentation and analysis of changes in funding, delivery and use of healthcare and social services during the pandemic.

Building on previous work by Eurofound, this report will investigate intergenerational dynamics over time. During the 2008 double-dip recession, worrying intergenerational divides appeared in many Member States, and while some of the economic and social impact of the COVID-19 pandemic is universal, early data suggests disparities across demographic cohorts. Eurofound will examine how different age groups may have been affected in terms of their health, labour market participation, quality of life and financial needs, both in the short term and in the long term.
