The latest European Semester cycle, covering the period 2016–2017, has highlighted a range of issues regarding the quality of involvement by the social partners in the elaboration of the 2017 National Reform Programme (NRP), as well as in the implementation of the country-specific recommendations (CSRs). This report looks at the different social dialogue practices across Member States and at the role played by the national authorities in enabling the involvement of employer organisations and trade unions in policy reforms. While some improvements have been reported, the challenges and limitations faced – such as insufficient time allocated to consultation and lack of visibility – need to be addressed in order to enhance the effective participation of social partners in the European Semester.

    In de meest recente cyclus van het Europees Semester, voor de periode 2016–2017, is een aantal kwesties aan de orde gesteld met betrekking tot de kwaliteit van de betrokkenheid van de sociale partners bij de invulling van het nationale hervormingsprogramma (NHP) van 2017 en bij de uitvoering van de landspecifieke aanbevelingen. In dit verslag wordt gekeken naar de verschillende praktijken op het gebied van de sociale dialoog in de lidstaten en naar de rol van de nationale instanties bij het stimuleren van de betrokkenheid van werkgeversorganisaties en vakbonden bij beleidshervormingen. Hoewel er verbeteringen zijn gemeld, moet werk worden gemaakt van de uitdagingen en beperkingen waarvan sprake is – zoals onvoldoende tijd voor raadpleging en een gebrek aan zichtbaarheid – om de deelname van de sociale partners aan het Europees Semester doeltreffender te maken.
