Cooperatives and social enterprises are recognised for their resilience to cyclical and structural economic changes and their capacity to contribute to local and regional economic development, including social inclusion. In recent years, attention has increasingly focused on their ability to further the EU policy goals of creating more and better jobs, countering the trend towards non-standard employment and fostering EU integration following the 2008 global financial crisis. Based on case studies from organisations in five EU Member States, this report investigates the contribution of European cooperatives and social enterprises to job creation and retention. It describes the characteristics of the jobs created and retained as well as outlining the various support measures used by organisations to develop and innovate. It offers some policy pointers aimed at supporting the delivery of these jobs in cooperatives and social enterprises.

    Coöperaties en sociale ondernemingen worden erkend voor hun veerkracht ten aanzien van conjuncturele en structurele economische veranderingen en voor hun vermogen om bij te dragen aan lokale en regionale economische ontwikkeling, met inbegrip van sociale inclusie. De afgelopen jaren is de aandacht steeds vaker uitgegaan naar hun vermogen om de EU-beleidsdoelstellingen inzake het scheppen van meer en betere banen te helpen realiseren, en zo de tendens naar atypische arbeidsvormen tegen te gaan en de EU-integratie na de wereldwijde financiële crisis van 2008 te bevorderen. Op basis van casestudies van organisaties uit vijf EU-lidstaten onderzoekt dit verslag de bijdrage van Europese coöperaties en sociale ondernemingen aan het scheppen en behouden van banen. Het verslag beschrijft de kenmerken van de gecreëerde en behouden banen en gaat na welke steunmaatregelen deze organisaties gebruiken om zich te ontwikkelen en te innoveren. Er worden ook een aantal beleidsadviezen gegeven om het scheppen van deze banen in coöperaties en sociale ondernemingen te ondersteunen.
