Eurofound publishes its work in a range of publication formats to match audience needs and the nature of the output. These include flagship reports on a particular area of activity, research reports summarising the findings of a research project and policy briefs presenting policy pointers from research projects or facts and figures relevant to policy debates. Also included are blog articles, regular articles on working life in Europe, presentations, working papers providing background material to ongoing or already concluded research, and reports arising from ad hoc requests by policymakers. Other corporate publications include annual reports, brochures and promotional publications.   • Telework in Malta

    No statutory or collectively agreed definition of telework exists in Malta. No analysis has been carried out so far on telework in collective agreements, nor is it mentioned in Malta’s legislation.   • Health workers union sues government

    For a number of years, the Latvian Health and Social Care Workers’ Trade Union (Latvijas Veselības un sociālās aprūpes darbinieku arodbiedrība, LVSADA [1]) has been fighting for increased health worker salaries and compliance with the provision of labour legislation for the healthcare sector (*LV0707039I* [2], *LV0502101F* [3]). LVSADA blames the government for the low salaries of medical workers, as the previous wage increase agreements were not upheld. In addition, the trade union highlights that there are no additional payments for night shifts and overtime work, or allowances for environmental risks. LVSADA criticises the arrogant and condescending attitude on the part of the Ministry of Health (Veselības ministrija, VM [4]). The discussions are usually most heated during the period of approval of the state budget.   • Teachers’ union remains on strike alert over pay

    The dispute with the Polish Teachers’ Union (Związek Nauczycielstwa Polskiego, ZNP [1]), a member of the All-Poland Alliance of Trade Unions (Ogólnopolskie Porozumienie Związków Zawodowych, OPZZ [2]), began in the spring of 2007, when its leaders first went on standby for strike action, demanding the extension of pre-retirement benefits to teachers and pay raises of between 20% and 30% (*PL0706039I* [3]). As ZNP was not satisfied with the results of the negotiations with the government of Jarosław Kaczyński, it maintained its readiness to go on strike throughout the summer season. The protests were suspended on 11 September 2007 in light of the increasingly vitriolic election campaign. However, the strike alert was reinstated on 8 October when the then governing party, Law and Justice (Prawo i Sprawiedliwość, PIS [4]), presented the draft budget for 2008; under the terms of this draft budget, teachers’ salaries would undergo another decrease in real terms.   • Agreement on pay rises ends collective dispute at Opel Gliwice

    The Opel plant in Gliwice in the Upper Silesia region of southern Poland, which is part of the General Motors (GM [1]) group, ranks among the largest automobile manufacturing plants in Poland, and it is also one of the major units of its parent company in Europe. GM’s Polish subsidiary was established in 1991, originally as Opel Polska; the production facilities in Gliwice launched operations in 1998, initially as an assembly plant, and gradually developed into a major manufacturing plant with an annual output of over 180,000 vehicles of the Opel [2] brand and more than 3,200 staff on the payroll in 2006.   • Telework in Romania

    The social partners in Romania have not yet reached any agreement on telework, nor is there an official act to define telework. The only existing definition of telework is the one used by the National Institute of Statistics (Institutul Naţional de Statistică, INS [1]) in its survey on the ‘Information society’ (/Societatea informaţională/), which was carried out in 2006 and 2007.   • Rising inflation spurs nationwide civil protest action

    In recent years, the inflation rate in Lithuania has been rising sharply, increasing from 1.2% in 2004, 2.7% in 2005, 3.7% in 2006, to over 7% since September 2007. At the same time, compared with the third quarter of 2006, average gross wages increased by 17% in Lithuania in the third quarter of 2007: by 12% in the public sector and by 21% in the private sector. Average disposable income per head of population was 17% higher in 2006 compared with 2005, including 15% growth in cities and towns, and 25% growth in rural areas. Although price growth is therefore being accompanied by relatively rapidly rising wages, trade unions are not satisfied with the rate of inflation.
  • Debate on temporary agency work intensifies

    The central aim of the draft EU Directive on working conditions for temporary agency workers (*EU0204205F* [1]) is to guarantee equal treatment for these workers in terms of pay and conditions as workers employed by the user company to do the same job. Following a lengthy deadlock on the issue in the Employment, Social Policy, Health and Consumer Affairs Council (EPSCO [2]) (*EU0410204F* [3]), the Portuguese EU Presidency in the second half of 2007 renewed the debate on the draft directive and prepared a new text, which was discussed at an EPSCO meeting on 5 December 2007.   • Telework in Estonia

    Earlier surveys – such as the third working conditions survey in 2005 (EE0602102F [1]) – indicate that flexible forms of work, including telework, are not widespread in Estonia and give a breakdown of teleworkers according to their sex.   • Vodafone Italia reaches agreement on transfer of employees

    Some 914 employees of the telecommunications provider Vodafone Italia [1] – distributed among the company’s various regional operations – are to be affected by a business branch transfer, which was announced in September 2007. Through a referendum held in November 2007, the employees affected by the plan approved the company agreement [2] reached on 25 October between the three sectoral trade unions and the two companies involved, Vodafone and the transaction processing services provider Comdata [3].
