The new agreement reached in January 2012 on short-time work is seen as the first step towards negotiating a structural reform of the French labour market to simplify the short-time work scheme, to make it more accessible to companies in difficulty. The social partners have already arranged three working meetings between now and 7 March to discuss this reform, which has been called for by all negotiating parties.

The study (in French, 3.87Mb PDF)  published by the Centre for Population, Poverty and Socio-Economic Policy Studies (CEPS/INSTEAD ) in December 2010 was the first time a comprehensive study into employment protection  in Luxembourg had been carried out. The reform of representativeness rules in France (*FR0806039I* ) means that, from 2013 onwards, trade unions will need to obtain 10% of the votes in workforce elections at company level, and 8% of votes in each sector and on a national, interprofessional level (*FR0808039I* ) in order to retain their representativeness and therefore their right to negotiate and sign collective agreements. However, the French Christian Workers’ Confederation (CFTC ) might not reach these thresholds. The theme of the 51st congress was therefore a call to fight for the group’s survival, while rejecting any prospect of merger with another trade union. The CFTC now faces a crisis equal to the one it experienced in 1964, when 70% of CFTC delegates voted to leave. The French insurance group AXA , which has 132,429 employees worldwide, including 78,800 in Europe, concluded the two agreements with negotiators from AXA’s European Works Council (Comité Européen de groupe AXA ) and the European Union industry federation UNI Finance . The group-level framework agreement includes a set of nine principles, originally adopted in 2004, to guide the European subsidiaries of the AXA group in managing the process of organisational change. On 6 September 2011, social partners in the European chemical sector signed a voluntary agreement that explores ways of making the chemical industry more sustainable. The agreement looks as ways in which the sector can improve processes to help find solutions for global problems such as energy and water consumption, reduction of emissions and production of enough food, while protecting natural resources, biodiversity and the environment.

The Ministry of Labour’s Review of collective bargaining in 2010 (in French) , carried out by the General Labour Directorate (DGT) recorded 25 agreements signed on an interprofessional basis, about the same as in 2008 (26), but less than half the total in 2009 (58). However, the report underlines the high number of negotiations held in 2010 in connection with the ambitious programme to reform the employee representative bodies and the institutionalised system of the parity principle  (/paritarisme/).
