Eurofound's industrial relations index is a composite index that comprehensively measures country performance in four dimensions – industrial democracy, industrial competitiveness, social justice, and quality of work and employment – and in industrial relations systems as a whole. It goes beyond the scope of a dashboard approach in terms of cross-country comparisons, benchmarking and advocacy for action.

Methodology

The industrial relations index is composed of four dimensions indices, 11 sub-dimensions indices and 47 indicators, all of them with the range [0, 100], where the higher the score the better the performance of the industrial relations system. In building the index, strict conceptual and statistical quality criteria were applied to review and fine-tune the indicators, based on the quality assessment and assurance framework of the European Social Survey (ESS) and the literature on selecting indicators. The internationally recognised methodology on building composite indicators developed by the Joint Research Centre (JRC) and the Organisation for Economic Co-operation and Development (OECD) was used. In this way, the composite indicators used to measure the industrial relations systems in the EU respect both Eurofound's conceptual framework and data properties.

In light of the UK’s withdrawal from the European Union on 31 January 2020, it should be noted that much data published on the Eurofound website continues to include the 28 EU Member States, as the UK was included in earlier research. This will be progressively amended to reflect the current composition of the 27 EU Member States.
