The Moravian-Silesian Employment Pact (MSEP)
The eligible geographic area is the Moravian-Silesian Cohesion Region (NUTS 2).
The Moravian-Silesian Employment Pact (MSEP) operates in three main policy areas: economic development; employment; and social inclusion based on employment opportunities.
The beneficiaries of the MSEP are its signatories. Under the renewed partnership agreement (2015-2023), the signatories are:
- the Moravian-Silesian region
- the regional Chamber of Commerce of the Moravian-Silesian region
- the Confederation of Industry of Czechia
- the labour office of Czechia
- the regional Council of Trade Unions ČMKOS in the Moravian-Silesian region
- the government Commissioner for Moravian-Silesian, Ústí nad Labem and Karlovy Vary region
- the Union for the Development of the Moravian-Silesian region.
On 1 February 2019, instead of the current MSEP, an independent registered association of the same name was established by the following entities: the Moravian-Silesian region, the Statutory City of Ostrava, the Union for the Development of the Moravian-Silesian region, the regional Chamber of Commerce of the Moravian-Silesian region, the Confederation of Industry of Czechia. The members of the Union for the Development of the Moravian-Silesian region (122 in 2020) are from both the private and public sector, such as businesses, municipalities, schools, universities, training and development agencies, clusters, and others.
The Moravian-Silesian Employment Pact (MSEP) is a strategic partnership of relevant actors in the Moravian-Silesian region. The main aim of this strategic partnership is to reverse the long-lasting unfavourable labour market situation in the region and provide a systemic solution to the labour market failures. The entities associated in MSEP deal with various projects financed mainly from European funds, they expect to help improve the situation on the labour market. There are mainly projects aimed at creating a tool to anticipate changes in the labour market or projects helping to adapt labour market institutions to the changes resulting from the 4th Industrial Revolution. Other projects are aimed at supporting long-term or repeatedly unemployed people over the age of 50, who are among the most disadvantaged in the labour market. To achieve this, the MSEP coordinates activities of the key regional stakeholders focusing on the development and implementation of an Integrated Programme for Employment (IPE), which is the major programming document of the MSEP and includes 10 integrated projects:

The above projects are clustered under five priority areas, namely:
- more and better jobs
- technical and workmanship excellence
- perfect services
- entrepreneurship and creativity
- employment for everyone
All integrated projects which address key challenges in the regional labour market and represent the core activities of the MSEP have been endorsed by regional actors. As of July 2020, 20 projects launched by the MSEP are operational.
The MSEP has been inspired by similar approaches employed in several European countries and regions (mostly Austria, but also in Catalonia, Scotland and Germany). The first MSEP was established in February 2011. Following the expiry of the original partnership agreement, a new partnership agreement was signed on 1 December 2015, which will be valid until 31 December 2023. The renewed partnership agreement links to the previous one and builds on it in terms of functioning, objectives and interventions.
The Union for the Development of the Moravian-Silesian region continues to be responsible for the implementation of the MSEP.

The Ministry of Labour and Social Affairs (MoLSA) is responsible for the implementation of strategic national projects initiated by the MSEP (for example the KOMPAS project for the launch of a labour market barometer). In other project the MoLSA has a more limited role as in the RESTART programmme.
The regional government is a signatory of the MSEP partnership agreement (2015-2023) and also local authorities through the Union for the Development of the Moravian-Silesian region

The labour office is one of the signatories of the MSEP partnership agreement (through its regional branch in the Moravian-Silesian region)
Employer or employee organisations
The regional Chamber of Commerce of the Moravian-Silesian region, the Confederation of Industry of Czechia and the regional Council of the Trade Unions ČMKOS are signatories of the MSEP partnership agreement (2015-2023) and participating partners in the MSEP activities.
All members of the Union for the Development of the Moravian-Silesian region, which is a signatory of the MSEP partnership agreement (2015-2023) and also responsible for its implementation.
Since its first establishment in February 2011, the MSEP has become a respected leader in Czechia, transferring know-how to other regions. It has served as a model for other regions in the country. Via international exchange of know-how, the MSEP intends to helps key regional actors to familiarise with relevant good practices to achieve higher level of employment.
As of july 2020, employment pacts were established in all 13 regions except the capital region of Prague. Transfer of know-how by MSEP takes place mainly in joint meetings with representatives of regions. By 2018, 13 territorial employment pacts (TEPs) have been established in all regions of Czechia. TEP representatives meet regularly (twice a year) in order to share best practices.
Activities of MSEP contribute to the positive image of the Moravian-Silesian region and were cited as an example of good practice by the OECD (OECD, 2014) and the EU (European Commission, 2015).
Since 2011, the MSEP has proven to be a very effective platform for structured communication among key regional stakeholders leading to consensual strategic priorities in the area of employment, economic development and social inclusion. It has enabled to translate the priorities into coherent and integrated regional development programmes and it has become a respected vehicle for communication with the relevant ministries and institutions at national level.
Among the key strengths of the MSEP, it is worth mentioning the strategic approach through the integration of the MSEP strategy and action plans into an Integrated Programme for Employment and a much broader programme for the development of the Moravian-Silesian region. Another key strength is the partnership approach, resulting in enhanced cooperation and coordination (with about 80 experts participating in working groups of the MSEP).
According to informal sources, the main barrier relates to building trustful relations with the officials of various bodies of the central state administration. The initiators or signatories had to overcome initial reservations of government officials, who feared that this initiative would represent additional workload for them or regarded the MSEP as a lobby group searching for public money.
