Abstract

The ERM Report 2012 focuses on the consequences of restructuring for employees. It examines which employees lost their job at the onset of the economic crisis, which of them found a new job and how both job loss and subsequent re-employment impacted on their overall life situation and satisfaction. It also looks at the impact on working conditions for employees who remain at the restructured firm. Both these studies, of those who lost their jobs and those who stayed at the restructured workplace, have never before been analysed by using common, EU-wide and representative, datasets. The report also provides an overview of recent restructuring using the ERM database. While restructuring cases reporting job loss have fallen since the peak of 2009, they still outnumber announcements of job gain. Several recent cases testify to serious problems in the once very promising alternative energy sector in Europe. The findings show that much of the recently announced job creation is in the hotels and retail sectors. An executive summary is available.

    O Relatório ERM 2012 centra-se nas consequências das operações de reestruturação para os trabalhadores. Examina quais foram os trabalhadores que perderam o seu emprego no início da crise económica, quais deles encontraram um novo emprego e a forma como a perda de emprego e o subsequente regresso ao emprego se refletiram na sua situação pessoal em geral e no seu grau de satisfação com a vida. Analisa também o impacto sobre as condições laborais dos trabalhadores que permanecem na empresa após uma operação de reestruturação. Estes dois grupos – os trabalhadores que perderam os seus empregos e os que permaneceram no local de trabalho após a reestruturação – nunca foram analisados através de conjuntos de dados comuns, representativos e à escala da UE. O relatório fornece também uma panorâmica das recentes operações de reestruturação utilizando a base de dados do ERM. Embora o número de casos de reestruturação com perdas de emprego comunicados tenha descido desde o pico de 2009, esse número continua a exceder o dos ganhos de emprego anunciados. Diversos casos recentes apontam para a existência de problemas graves no setor – em tempos muito promissor – das energias alternativas na Europa. As conclusões revelam que uma boa parte da criação de empregos recentemente anunciada se concentra nos setores da hotelaria e do comércio retalhista.
