Abstract

The 2016 annual report from the European Restructuring Monitor (ERM) provides evidence of the employment impact of recent restructuring activity in Europe based on the European Union Labour Force Survey (EU-LFS) and the ERM events database. The thematic part of this year’s report centres on trends in both the offshoring and reshoring activity of companies in Europe, with a focus on the manufacturing sector. ERM data indicates that offshoring has never been a large source of job loss in Europe, and the analysis finds that offshoring started to decline after the global financial crisis and has yet to recover. It also finds that offshoring has increased in eastern Europe while it has declined in western Europe. Evidence of reshoring is limited; what evidence exists suggests that it is a relatively minor phenomenon. An executive summary is available - see Related content.

    O relatório anual de 2016 do Observatório Europeu da Reestruturação (ERM) apresenta dados factuais do impacto no emprego da recente atividade de reestruturação na Europa, obtidos a partir do Inquérito da UE às Forças de Trabalho (EU-fLFS) e da base de dados de eventos do observatório. A secção temática do relatório deste ano incide sobre as tendências recentes das atividades tanto de deslocalização como de relocalização das empresas na Europa, com especial atenção ao setor transformador. Os dados do ERM indicam que a deslocalização nunca foi uma grande causa de perda de postos de trabalho na Europa, concluindo-se na análise que o seu declínio começou a seguir à crise financeira global e não voltou ainda a recuperar. O relatório conclui igualmente que o fenómeno cresceu na Europa Oriental e diminuiu na Europa Ocidental. Os indícios de relocalização são modestos, sugerindo que se estará perante um fenómeno de expressão relativamente limitada.
