Abstract

Access to early childhood education and care (ECEC) services and the quality of such services are important issues that are gaining greater prominence in the EU. This study presents evidence on the elements of working conditions and in-service training that increase the quality of ECEC. Concerning the accessibility of ECEC services, the report describes good practices gathered in the form of case studies that have been evaluated and that describe additional resources for the inclusion in mainstream ECEC services of children with disabilities or learning difficulties, those in a vulnerable social situation and those who belong to disadvantaged groups.     O acesso aos serviços de educação e acolhimento na primeira infância (EAPI) e a qualidade dos mesmos constituem aspetos importantes cuja proeminência está a crescer na UE. O presente estudo apresenta dados fundamentados no que respeita aos aspetos das condições de trabalho e da formação em serviço que aumentam a qualidade da EAPI. Quanto à acessibilidade dos serviços de EAPI, o relatório descreve boas práticas, recolhidas sob a forma de estudos de casos, que foram avaliadas e que descrevem recursos adicionais com vista à inclusão em serviços gerais de EAPI de crianças portadoras de deficiência, com dificuldades de aprendizagem, que se encontram numa situação social vulnerável ou provenientes de meios desfavorecidos.
