Abstract

Social dialogue still matters in Europe. Recent EU-level policy debates have highlighted that, particularly since the 2008 crisis, the emergence of new debates on social justice, democracy, the quality of work and new models for labour relations have been challenging traditional industrial relations and social dialogue systems. The main objective of this comparative study is to gather information on how social partners in the EU28 and Norway have responded to the many new political, legal and social challenges that have arisen in recent years. The report looks at the way social partners are exploring new topics and new tools, and developing innovative approaches. At least two different types of new topics can be identified: those that are new from an EU-wide perspective (such as climate change) and those that are new only for some Member States (such as gender equality). The study examines the practices of the social partners at cross-sectoral, sectoral and national level, covering 2000–2014. An executive summary is available - see Related content.

    O diálogo social ainda tem um importante papel a desempenhar na Europa. Os debates políticos ao nível da UE sublinharam que, sobretudo desde a crise de 2008, o surgimento de novos debates sobre justiça social, democracia, qualidade do trabalho e novos modelos de relações de trabalho tem vindo a pôr em causa as tradicionais relações laborais e os tradicionais sistemas de diálogo social. O principal objetivo deste estudo comparativo consiste em recolher informações sobre o modo como os parceiros sociais da UE28 e da Noruega responderam aos inúmeros desafios políticos, jurídicos e sociais que surgiram nos últimos anos. O relatório analisa a ação dos parceiros sociais no sentido de explorar novos temas e novas ferramentas e de desenvolver abordagens inovadoras. Podem ser identificados, pelo menos, dois tipos diferentes de novos temas: aqueles que são novos para toda a UE (como as alterações climáticas) e aqueles que são novos apenas para alguns Estados-Membros (como a igualdade de género). O estudo examina as práticas adotadas pelos parceiros sociais ao nível transetorial, setorial e nacional entre 2000 e 2014.
