Although the worldwide pandemic situation had already disrupted supply chains and triggered increases in energy and food prices in 2021, the situation deteriorated in 2022 with the Russian invasion of Ukraine. Governments throughout the EU had already started to intervene with policy measures in a bid to cushion the impact of rising fuel and energy prices on citizens, but the situation demanded further responses. This article summarises these first policy responses, as reported in Eurofound’s EU PolicyWatch database, up to the end of May 2022.
As the war in Ukraine has intensified, the cost of food, raw materials and energy prices, already high due to the COVID-19 pandemic, has continued to rise substantially. Ahead of coordinated action at EU level, as agreed by EU energy ministers on 9 September 2022, governments across the EU have started to implement policies to support companies affected by the rising prices, and those with commercial ties to Ukraine, Russia or Belarus. This article summarises these first policy responses, as reported in Eurofound’s EU PolicyWatch database, up to 31 May 2022.
In collecting information on essential services, the European Commission requested Eurofound to provide input on certain aspects of existing and planned measures in the Member States to improve access to essential services in reference to Principle 20 of the European Pillar of Social Rights. For this exercise, the scope was on energy services, public transport, and digital communications, and the focus on people at risk of poverty or social exclusion (in most cases in practice, people on low incomes).

O presente relatório visa identificar e analisar a legislação e a negociação coletiva em matéria de teletrabalho nos 27 Estados-Membros e na Noruega. Destaca as principais diferenças e semelhanças entre os países no que diz respeito à legislação em matéria de teletrabalho e às recentes alterações a estes regulamentos. Analisa igualmente a situação atual no que diz respeito à negociação coletiva do teletrabalho.
Este relatório analisa a evolução recente e as práticas emergentes nos processos e resultados de negociação coletiva, principalmente no setor privado. O relatório abrange os sistemas de negociação coletiva em dez Estados-Membros da UE e baseia-se em casos identificados através de entrevistas com as principais partes interessadas e partes envolvidas na negociação a nível nacional. Analisa os efeitos da pandemia de COVID-19 e da subsequente crise económica e social na dinâmica da negociação coletiva e nas convenções coletivas.
Rising energy prices are putting more people under increased financial pressure and at greater risk of energy poverty. In this data story, we take a closer look at the data from the fifth round of the Living, working and COVID-19 e-survey to explore the extent of the issue and the threat of energy poverty.
Trust in national institutions has declined across the EU over the past two years. Driven by increasingly difficult economic circumstances and unreliable news sources, even people who previously expressed higher trust levels – such as those in financially secure positions – have become less trusting.

Digitisation and automation technologies, including artificial intelligence, are rapidly evolving, and becoming increasingly powerful and pervasive. While the implications of digital technologies on ethics and working conditions should be explored as they emerge, it is also important to anticipate any unintended effects that raise new ethical challenges. This report maps and analyses key dimensions and indicators of industrial relations in the EU. It expands on the four key indicators identified in Eurofound’s 2016 study: industry democracy, industrial competitiveness, job and employment equality, and social justice. With a key focus on industrial democracy, the report provides an in-depth analysis of divergence and convergence patterns across countries. The analysis also includes the development of a composite indicator and an integrated indicator for all four industrial relations dimensions.
The interaction between workers and machines has increased due to the rapid advancement of automation technologies. The new wave of robots can perform tasks with more flexibility, greater sophistication and in a way that protects workers’ physical safety. Drawing on case studies of advanced robotics, this report explores the benefits and risks that come with closer human–machine interaction, the organisational practices needed to deal with emerging issues and the real concerns and challenges.
The report describes trends in social and economic discontent across the EU between 2002 and 2020, highlighting in particular the turbulent times brought about by the COVID-19 pandemic. The report explores the evolution of social cohesion and its impact on economic and social discontent. It assesses the relationship between social cohesion and discontent during the pandemic, allowing for a comparison of the situation as it stands in 2023. The focus of the report is on regions where social cohesion is low, where a contrast is drawn with regions where social cohesion is much higher.
This report analyses the working conditions and job quality of different types of self-employed workers. Drawing on data from the European Working Conditions Survey, it looks into policies in Member States aimed at addressing the challenges and opportunities associated with specific types of self-employment.
