Main characteristics

The Lithuanian PES counselors are divided into two branches, one for job seekeers and one for employers. This measure describes the functioning and characteristics of the employers counsellors' branch, i.e. the measure addresses employers' needs.

This measure aims to take employers' needs better into account by deploying employer-specialised counsellors to improve PES collaboration with employers. The main task of the employer specialist counsellors is to match job seekers with vacancies. To do this, they work with employers to ascertain their needs in terms of skills and competences, and then liaise with work coach colleagues to identify suitable candidates for positions. The employer-specialised counsellors provide a matching service and a pre-selection recruitment service that are drawn on their knowledge and expertise. These services enhance the likelihood that employers fill vacancies with qualified and skilled employees. 

The services of the employers' counsellors are available to all companies including those undergoing restructuring and/or staff redeployment. The objective of this measure is to engage with and improve services to employers. More specific objectives among others include the following:

  • To keep in touch with existing employers;
  • To search for new employers;
  • To assist in recruitment of highly skilled job seekers;
  • To address challenges related to skills shortages;
  • To better match labour supply and demand through more effective selection processes.

Effectiveness

In 2017, the PES cooperated with 68% of the companies operating in Lithuania and established contacts with 2,953 employers that were new to PES services. Moreover, 600 strategic employers signed agreements on targeted programmes providing them with qualified employees.

In 2017, 3,883 employers registered for e-services. 136,620 job vacancies were posted on the e-services platform. By the end of 2017, 46.7% of employers using PES services were using e-services. By the end of 2017, 164,767 people gained employment through PES services and 67.4% registered job vacancies were filled.

Strengths

The advantage of the model is that every employer has its representative at the Employment Service who coordinates all issues and communicates about relevant services. The representative is aware of the specific features of a company, specific jobs and working conditions, and therefore is in the position of choosing appropriate candidates. Employer specialist counsellors ensure that the PES is more competent in working with employers and ensuring that their specific needs are met.

Weaknesses

The disadvantage of the system is that staff members are not familiar with all candidates they refer for a job. Therefore, very close cooperation must be in place with job mediation staff, along with orientation towards a common outcome and good teamwork skills. The model is effective only if the conditions above are fulfilled.
