Coverage/Eligibility

The potential beneficiaries of this policy are unemployed persons with several requirments:

  • To be entitled to the contributory benefit for the final termination of the employment relationship;
  • To have at least three months of unemployment benefit left;
  • To be not beneficiary of a single payment scheme for 4 years prior to the claim;
  • To have not combined self-employed work with the contributory benefit in the 24 months prior to application;
  • The future employment must be one of the following: As a self-employed worker or selfemployed partner of a new or existing company, or working partner of a new or existing cooperative or employee-owned company.
  • To start the activity within 1 month following the granting of the allowance and always after the date of the application.
  • To have been employed and have paid social security contributions for at least 360 days over the 6-year period prior to becoming officially unemployed.
  • To have not reached the statutory retirement age.
  • To be not receiving a state pension that is incompatible with employment.
  • To be a registered job seeker throughout the period receiving the allowance.

Main characteristics

Single payment is a job creation measure intended to encourage self-employment initiatives that consist of starting work as a self-employed individual or joining existing or newly created cooperatives or employee-owned or commercial companies as a worker-member or working partner. This benefit is calculated on the basis of the contributions made over the preceding 6 years in accordance with an scale similar to the same used to calculate unemployment benefits: the daily benefit is 70% of the contribution base for professional contingencies for the last 180 days contributed, except for overtime during the first six months of entitlement and 50% following said period varying depending on the number of dependent children. According to the employment status, beneficiaries can access to different types of benefit:

  • As a self-employed worker or self-employed partner of a company.
  • As a stable working partner in an existing or newly created cooperative.
  • As a stable working partner in an existing or newly created employee-owned company.

Effectiveness

In 2015, the number of unemployed who have accessed to the modality of single payment was 142,753, representing the 17% of the total number of contributive unemployment aids beneficiaries. Only a very small number of unemployment beneficiaries who decide to capitalise their benefit do so to constitute or join a social economy company (6,200). These data show the importance of this benefit for social economy companies is lower. However, several studies point out that being able to count on the single payment is a key factor to start a business project or to join to a company already established. According to data of the Ministry of Employment and Social Security, for the period 2006-2015, almost 60% of the founding partners of new labor societies and cooperatives were beneficiaries of the single payment modality.
