The Portuguese Government is planning to extend its "base-line" minimum
income system to the whole country, and there are calls for greater
involvement by the social partners in its operation.
On 20 February 1997, Parliament adopted a law establishing retirement savings
funds. This legislation has a dual objective. Firstly, to provide private
sector employees with a new retirement cover financed by capitalisation, and
secondly, to strengthen the Paris financial market and balance the growing
power of foreign institutional investors.
On 19 March 1997, the European Commission launched the second stage of
consultations with the social partners under the Maastricht Agreement on
social policy on the proposal for an EU policy to counter sexual harassment
at work. At this second stage, the social partners will be able to choose
whether to go down the route of negotiation - leading to a framework
agreement which can be given legal validity at the EU level. The alternative
would be to submit their views in anticipation of a policy initiative
emanating from the Commission.
In November 1996, the UK Government failed in its attempt to have the 1993
Directive on certain aspects of the organisation of working time (93/104/EC)
- which lays down specific requirements concerning weekly hours, holidays,
shifts and other patterns of work - annulled by the ECJ. The DTI launched
consultations with business organisations on implementation of the Directive
in December 1996, and the process was completed in March 1997. The DTI is now
analysing the responses, but is unlikely to produce the results until some
time after the 1 May general election.
On 21 January 1997, the two French electricity and gas public utility
companies signed an agreement with three trade unions ( the CFDT, the CFTC
and the CFE-CGC). This agreement is designed to improve their competitiveness
and productivity while at the same time maintaining their workforce at
current levels. This is to be achieved mainly through the introduction of
part-time working. Both the CGT and the CGT-FO unions are strongly critical
of this agreement.
The Italian Government and social partners are currently implementing their
tripartite "Pact for Employment" (Patto per il Lavoro), which is intended to
promote employment and foster economic development in Italy through the
introduction of a wide and complex set of policies. The agreement, signed on
24 September 1996, is of the utmost political importance as it falls within
within the framework of the renened social concertation strategy that has
been pursued over the 1990s. The Pact earmarks a total amount of about ITL
15,000 billion for its implementation over the 1997-1999 period.
On 18 September 1996, the European Commission adopted a /Communication
Concerning the Development of the Social Dialogue Process at Community Level/
(COM(96) 448 final). Launching the Communication, the commissioner
responsible for social affairs, Padraig Flynn, said that the time had come to
reform and adapt the social dialogue in view of the new challenges facing the
European Union in years to come. The Commission was" aiming at a
rationalisation of structures and an optimal allocation of the resources
available".
On 6 February 1997, theSwedish Paper Workers' Union and the Employers'
Federation of Swedish Forest Industries told the conciliators Lars-Gunnar
Albåge and Rune Larson that they accepted their proposal for a national
collective agreement on wages for 1997. There had been two stumbling blocks
in the negotiations: the trade union's claim for a reduction of annual
working time by 25 hours; and the employers' insistence on an agreement that
would run for at least two years. The outcome is an agreement on wages only,
that runs for one year, backdated to 1 January 1997.
1997's collective bargaining in the private sector is concentrating on three
main issues: 100% wage compensation during maternity leave; further
negotiations over the pension scheme initiated in 1991; and a limited wage
increase to allow for inflation. The social partners in the different
bargaining areas are largely in agreement on the content of the new
collective agreements, but the central social partner organisations - the
Danish Confederation of Trade Unions (LO) and the Danish Employers'
Confederation (DA) - still cannot agree whether the new collective agreements
should be of two or three years' duration.
The Trades Union Congress (TUC) launched its campaign to put workers' rights
at the centre of the general election on 14 February 1997. The campaign,
which will cost GBP 1 million, includes newspaper and cinema ads, billboards
and leaflets.
The European Restructuring Monitor has reported on the employment impact of large-scale business restructuring since 2002. This series includes its restructuring-related databases (events, support instruments and legislation) as well as case studies and publications.
The European Working Conditions Survey (EWCS) launched in 1990 and is carried out every five years, with the latest edition in 2020. It provides an overview of trends in working conditions and quality of employment for the last 30 years. It covers issues such as employment status, working time duration and organisation, work organisation, learning and training, physical and psychosocial risk factors, health and safety, work–life balance, worker participation, earnings and financial security, work and health, and most recently also the future of work.
Eurofound’s Flagship report series 'Challenges and prospects in the EU' comprise research reports that contain the key results of multiannual research activities and incorporate findings from different related research projects. Flagship reports are the major output of each of Eurofound’s strategic areas of intervention and have as their objective to contribute to current policy debates.
Eurofound’s work on COVID-19 examines the far-reaching socioeconomic implications of the pandemic across Europe as they continue to impact living and working conditions. A key element of the research is the e-survey, conducted in two rounds – in April and in July 2020. This is complemented by the inclusion of research into the ongoing effects of the pandemic in much of Eurofound’s other areas of work.
Eurofound’s European Company Survey (ECS) maps and analyses company policies and practices which can have an impact on smart, sustainable and inclusive growth, as well as the development of social dialogue in companies. This series consists of outputs from the ECS 2019, the fourth edition of the survey. The survey was first carried out in 2004–2005 as the European Survey on Working Time and Work-Life Balance.

The European Company Survey (ECS) is carried out every four to five years since its inception in 2004–2005, with the latest edition in 2019. The survey is designed to provide information on workplace practices to develop and evaluate socioeconomic policy in the EU. It covers issues around work organisation, working time arrangements and work–life balance, flexibility, workplace innovation, employee involvement, human resource management, social dialogue, and most recently also skills use, skills strategies and digitalisation.
The European Quality of Life Survey (EQLS) is carried out every four to five years since its inception in 2003, with the latest edition in 2016. It examines both the objective circumstances of people's lives and how they feel about those circumstances and their lives in general. It covers issues around employment, income, education, housing, family, health and work–life balance. It also looks at subjective topics, such as people's levels of happiness and life satisfaction, and perceptions of the quality of society.
How can working conditions be improved to make work more sustainable over the life course? This question has been the guiding principle for analysis of the 2015 European Working Conditions Survey data during the period of Eurofound’s work programme for 2017–2020. This flagship report brings together the different research strands from this work and gives a comprehensive answer to the question. It includes an analysis of trends in working conditions, examining whether these are the same for all workers or whether inequalities between different groups of workers are increasing.
Access to key social services, especially education and healthcare, as well as stable family life and decent housing are necessary for the well-being and development of children. Ensuring that all children have these resources is an EU priority; the European Commission is currently undertaking to recommend a Child Guarantee to address the situations of children in need. Service provision has been complicated by the COVID-19 outbreak, however, and the pandemic has put psychological and material strains on families.
This report builds on Eurofound's existing research on social mobility, assessing the distribution and transmission of wealth in Member States. This report will draw from case studies of establishments across the EU that have introduced advanced digital technologies in the workplace. The technologies in focus are the Internet of Things, 3D printing and virtual and augmented reality. Each case study – illustrated in the report - will explore the approach or strategy taken by the establishment to manage the digital transition and the impact of the deployment of the technology on the work organisation and job quality.
