This programming document describes Eurofound’s planned work over the programming period 2021–2024. It sets out the policy and institutional context for the programme, outlines the multiannual programme for the four-year period and sets out the work programme for 2023. The framing of the 2023 work programme is set in the context of the war in Ukraine, rising cost of living and energy crisis across the European Union, as well as the mega-drivers of structural change in Europe related to demography, technology, globalisation and climate change.

Lower levels of health, increasing financial pressure and a significant degree of unmet healthcare: these are the findings of the fifth round of the Living, working and COVID-19 e-survey: Living in a new era of uncertainty – a report that presents an overview of responses from over 200,000 people across all five rounds of the e-survey, which took place from spring 2020 to spring 2022.
In this data story, we use the e-survey data to take a closer look at the impact of the pandemic on mental health.

Trust in national institutions has declined across the EU over the past two years. Driven by increasingly difficult economic circumstances and unreliable news sources, even people who previously expressed higher trust levels – such as those in financially secure positions – have become less trusting.

This programming document describes Eurofound’s planned work over the programming period 2021–2024. It sets out the policy and institutional context for the programme, outlines the multiannual programme for the four-year period and sets out the work programme for 2022. Eurofound’s priorities for 2021–2024 are shaped by the key challenges for social cohesion and just transitions in a changing environment in the aftermath of the COVID-19 crisis. The Agency focuses on issues where it can draw on its core expertise in the areas of working conditions, industrial relations, employment and living conditions, to support its stakeholders, by providing evidence that can assist their policy action.
