Povzetek

Upward convergence is a process whereby the performance of EU Member States in a given domain or range of domains is seen to improve while gaps between Member States reduce. Achieving upward convergence is of crucial importance to the EU, as the increase of disparities among Member States threatens the cohesion of the Union by counteracting citizens’ expectations that EU membership will improve working and living conditions. This report investigates recent socioeconomic and employment trends across Member States and offers possible policy measures to assist in avoiding future divergence. The analysis is based on a set of 21 indicators; most of them are headline indicators on the Social Scoreboard of the European Pillar of Social Rights. The findings reveal that, despite the negative effect of the 2008 economic crisis, upward convergence trends have been restored in most of the indicators examined.

    Konvergenca k višjim standardom na področju zaposlovanja in socialno-ekonomskih dejavnikov

    Konvergenca k višjim standardom je proces, pri katerem se uspešnost držav članic EU na določenem področju ali skupini področij izboljšuje, medtem ko se razlike med državami članicami zmanjšujejo. Uresničevanje konvergence k višjim standardom je ključnega pomena za EU, saj povečevanje razlik med državami članicami ogroža kohezijo Unije, ker posledično pričakovanja državljanov, da bo članstvo v EU izboljšalo njihove delovne in življenjske razmere, niso izpolnjena.

    V tem poročilu so proučeni nedavna gibanja na področju socialno-ekonomskih razmer in zaposlovanja v državah članicah ter predlagani politični ukrepi, ki bi pripomogli k preprečevanju divergence v prihodnosti. Analiza temelji na oceni 21 kazalnikov, med katerimi je večina vzeta iz niza glavnih kazalnikov v pregledu socialnih kazalnikov v okviru evropskega stebra socialnih pravic. Ugotovitve kažejo, da se je kljub negativnim učinkom gospodarske krize leta 2008 pri večini proučenih kazalnikov konvergenca k višjim standardom ponovno vzpostavila.
