In 2022, the European Semester process was updated to take into account the launch of the Recovery and Resilience Facility (RRF) in February 2021. Over the past year, Member States have implemented national recovery and resilience plans (RRPs) in a context of huge geopolitical and economic upheaval triggered by Russia’s invasion of Ukraine. This report analyses national social partners’ involvement in carrying out the reforms and investments included in the RRPs.

After a transformative year in 2021, which saw the launch of the Recovery and Resilience Facility (RRF) under NextGenerationEU, the European Semester cycle has resumed its role as the reference framework for EU economic and employment policy coordination. The RRF, underpinned by the national recovery and resilience plans (RRPs), is the engine driving the investment and reforms needed to successfully transition to a greener and more digital society. Involving the social partners in this process can help put us on the right path.

Since 2016, Eurofound has closely monitored the involvement of national social partners in policymaking as part of the European Semester cycle. In 2020, the focus was on their involvement during the first months of the COVID-19 outbreak. While the pandemic has presented a huge challenge to social dialogue, the results of the analysis highlight how social dialogue can be an effective tool in shaping policy initiatives and finding solutions to emergency situations affecting businesses, workers, the economy and society.
