Role of social partners in addressing the global economic crisis (Working paper)

This working paper examines how social dialogue has addressed the impact of the crisis. In order to make reasonable comparisons between countries as diverse as Brazil, China, Japan and the USA it is necessary to take into account the institutional, political, economic and social backgrounds. However, the purpose of this short paper was not to provide a profile of the countries included but rather to identify practices employed by the social partners in dealing with some of the great challenges caused by the crisis.

Promoting industrial peace in the labour market is an ongoing challenge in the world economy. This thematic feature from the European Industrial Relations Observatory (EIRO) outlines procedures that countries have taken to avoid industrial action and to maintain a smooth negotiating process between the social partners. This study is made up of contributions from 23 European Union Member States, as well as the acceding countries Bulgaria and Romania, and Norway. The main focus of the study is on the regulatory framework, the procedures for resolving industrial conflicts and the organisations in each country responsible for dealing with disputes of interest in the private and public sector.

This report is part of a series of projects from the Foundation which focuses on aspects of industrial relations in the ten acceding countries in the run-up to enlargement. It looks specifically at the role of social dialogue in resolving industrial relations conflicts. The report gives an overview of the existing institutional and regulatory frameworks for industrial action prevailing in each country, then goes on to describe the various systems in place to deal with conflict resolution. The overall aim of the research is to show how social dialogue can be harnessed to devise a road map for industrial peace.
